Since the persecution of Falun Gong by the Chinese Communist Party (CCP) began on July 20th, 1999, Zeng Fanliang, director of Liangdaojie Police Station in Wuchang, Chen Qingwu, who is in charge of persecuting Falun Gong, and Yang Zhirong, secretary of Huayuanshang complex on Liangdao Street, harassed Falun Gong practitioner Mi Kechang and Zhang Yiling at their apartment many times. They forced them to turn in all of the Falun Gong books and everything related to the practice.

Mi Kechang went to Beijing to appeal on October 3rd, 2000, and was arrested on Tiananmen Square. He was sent to Qingling Detention Centre in Wuchang on October 8th by Cao Hongwei and Chen Qingwu, who are officers from Liangdaojie Police Station. They questioned him and pressured him to renounce Falun Gong. Mr. Mi was forced to sit on a bench for a long time. He weighed 94 kilograms when he first arrived, but after 13 months of torture, he was severely emaciated, barely conscious, and bedridden. The Qingling Detention Centre was afraid of taking responsibility for his death so they sent him home. Since then Mi Kechang has not been able to sit up or stand up and can only lie in bed. Moreover, from 2000 until 2009, the authorities visited his apartment to harass him repeatedly.

His wife Zhang Yiling went to Beijing to appeal on October 3rd, 2000, trying to speak for her husband's rights. However, she was arrested in Wuchang Train Station and sent to Erzhigou Women's Forced Labour Camp in Wujiashan, Wuhan. She went home after seven days. Police ransacked her apartment and confiscated Dafa books on October 12th. There were seven or eight police officers including Cao Weihong and Xu Xiong from Liangdajie Police Station, political secretary Yang Zhirong from Hansangong community, police from Wuchang Police Department and Zeng Fanliang, who is in charge of persecuting Falun Gong. One of them stole 500 yuan¹ from her apartment. They also spied on the Mi family. After 15 days they put Zhang Yiling in Hanjiang Oil Field Rest House on Mingzhu Road, Wuchang. Zhang Yiling escaped one week later.

Several people entered Zhang Yiling's home on June 2nd, 2004 after one of them tricked her into opening the door. They ransacked her apartment and put her in Yangyuan Brainwashing Centre for 50 days. Involved in this action were: director Yu and two other police officers from Wuchang Police Station, Liu and Cheng Jun from Liangdaojie Police Station, and secretary Yang Zhirong and one other person from Hangsangong Community. The 610 Office told her family on July 21st to pick her up, on the condition of paying 900 yuan.

Director Zeng Fanliang from Domestic Security Division in Wuchang and Cheng Qingwu from Liangdaojie Police Station were promoted to the Domestic Security Division for persecuting Falun Gong practitioners.
