Mr. Bi Hailin Persecuted for Eight Years in Jiamusi Prison

Mr. Bi Hailin was an employee of the Hegang Construction Company in Heilongjiang Province. He was arrested outside his home after finishing work on May 3rd, 2002, by officers from Goubei Police Station in Xingshan District. They broke into his house and confiscated his Falun Gong materials. The police severely beat Mr. Bi. He was held at Hegang First Detention Centre for a month before being transferred to the Hegang Second Detention Centre, where he was held for another five months. Xingshan District Court and the Procuratorate sentenced him to eight years in prison.

On December 26th, 2002, Mr. Bi was transferred to the Intensive Training Team in Xianglan Prison, where inmates closely monitored him. He was made to do forced labour in the Jiamusi Prefabricated Panel Mill thirteen days later. When the guards tried to make him recite the prisons regulations, he refused and was severely beaten by team leader Cui. Seven practitioners from the 2nd Team were made to do forced labour at the mill from January to October 2003. The mill shut down in mid-October 2003.

Jiamusi City Prison and Lianjiangkou Prison merged in March 2004 to become Jiamusi Prison. Practitioners in the 1st Team were forced to harvest rice. When practitioners Zhang Shuping and He Congfeng refused to work, the guards handcuffed them for a whole day. When Mr. Bi refused to do the forced labour, he was handcuffed inside a shed and tortured there for four days. Guards then handcuffed him inside a greenhouse for two days. Chen Chunlin, the team leader, punched him in the face and choked him with his hands.

In July and August 2004, Chen Chunlin and guard Zhang Baoguo ordered inmates to deprive practitioners of sleep and to take turns torturing them.

Mr. Bi was sent to the 2nd Team in 2005. On one occasion, an inmate on duty beat him while he was using the toilet. Mr. Bi went to report the incident to Wang Dexiang, head of the 2nd Team. Wang Dexiang then told two inmates to hold Mr. Bi's arms and beat him. His ear became swollen, and he almost fainted.

Mr. Bi was locked up at the 5th Team in 2006 and wasn't released until May 2nd, 2010.
