Falun Gong practitioner Mr. Zheng Libin was brutally persecuted by the Chinese Communist Party (CCP), because he exposed the lies and deceitful tactics – specifically, a fabricated slanderous news story – used by the CCP to persecute Falun Gong. In order to keep the scandal quiet, the CCP brutally tortured Mr. Zheng, leaving him in critical condition several times. Zheng Libin passed away on June 1st, 2010, just 38 years of age.

Mr. Zheng Libin was an employee of the Charoen Pokphand Group in Jiamusi City. He started practising Falun Gong in 1994. He conducted himself according to the principle of Truthfulness-Compassion-Forbearance and was kind to others. Mr. Zheng was very well liked by his colleagues and acquaintances.
After the persecution of Falun Gong started on July 20th, 1999, Mr. Zheng was arrested and imprisoned many times because of his belief. He was detained at the Jiamusi Forced Labour Camp, Beijing Security Bureau Detention Centre, Beijing No. 1 Detention Centre, Beijing Tuanhe Dispatch Division, Beijing Tuanhe Forced Labour Camp, Beijing Haidian District Detention Centre, Beijing Police Hospital, and Beijing No. 309 Hospital. He was shocked with high voltage electricity many times, locked in solitary confinement for 17 days, and framed by the CCTV (China Central Television). He experienced the most inhuman torture, suffering severe injury to his body, and endured tremendous pressure from the authorities.
Disclosed the Truth about Fabricated CCTV Story
On July 17th, 2001, the CCTV programme Focal Point Interview reported a slanderous, fabricated story about Falun Gong as part of the CCP's ongoing campaign against the practice. It was fabricated by the CCP and was later hyped up by the CCP media. This was more propaganda following the “Tiananmen Square Self-immolation,” staged in early 2001 to turn public opinion against Falun Gong, and to justify the brutal persecution of the practice. The CCP tried to force Mr. Zheng Libin to be part of the July 17th Focal Point story. He refused to participate in the programme despite electric shocks and brutal torture. However, the video footage that aired in China shows several shots of Mr. Zheng Libin. He was actually talking about the torture he suffered in those shots, yet the authorities used the footage to deceive people.
After more than three years of detention, Mr. Zheng was released, but was in such poor health that he couldn't look after himself. As the only person with inside knowledge about the July 17th Focal Point interview, who was now free, Mr. Zheng disclosed the truth about the incident. Escaped from Detention
On June 2nd, 2000, about 160 Falun Gong practitioner practitioners in Jiamusi City held an experience-sharing conference in Sifengshan, and the police raided the conference. Mr. Zheng Libin and seven other practitioners were arrested and taken to the Jiamusi Detention Centre. At the detention centre, Mr. Zheng held a hunger strike to protest the persecution. Li Dequan, the deputy head on duty, and other personnel force-fed Mr. Zheng. Li Dequan pried open Mr. Zheng's mouth with a piece of bamboo panelling. Mr. Zheng bit the panel and broke it. Li Dequan then stabbed the inside of Mr. Zheng's mouth with the broken panel, which caused immediate, profuse bleeding. The force-feeding couldn't be continued.

The guards handcuffed Mr. Zheng, placed him in shackles, and shackled him to a bed with his arms and legs spread out and fixed to the bedposts. They also injected him with unknown drugs. Two days later, they transferred him to another cell and locked him to rings on the floor with his arms and legs spread out, a torture method often used on death row inmates. They kept him that way for over 20 days. They later sent him to the Jiamusi Forced Labour Camp to be held for one year.
On November 3rd, 2000, Mr. Zheng Libin and the ten practitioners broke free from the Jiamusi Forced Labour Camp. Luo Gan, the secretary of the National Political and Judiciary committee, was furious and went to Heilongjiang himself. He issued a national wanted circular and gave out the order, “Beat those people to death when they are arrested.”
Mr. Zheng's family suffered tremendous pressure from the authorities. Mr. Zheng's sister was in Shengyang at the time. Cui Rongli, head of the Domestic Security Division of Xiangyang Substation in Jiamusi, went to Shenyang to threaten her in an attempt to learn Mr. Zheng's whereabouts. They also monitored her phone. They sent personnel to harass one of Mr. Zheng's relatives who lived in Dong'e County, Shandong Province.
Not Moved by Brutal Torture
In order to avoid arrest, Mr. Zheng became homeless. On February 22nd, 2001, he was arrested in the Yongle Community of Beijing by officers from the Beijing National Security Bureau, along with practitioner Mr. Zhou Genzheng and his wife, and two other practitioners.
The officers interrogated Mr. Zheng for three days and three nights, a total of 72 hours, during which time they did not allow him to sleep. Mr. Zheng refused to answer their questions and held a hunger strike to protest the persecution. On the afternoon of February 25th, the officers blindfolded Zheng Libin and took him to a house in a remote area, where several police officers and doctors were present, wearing civilian clothes. On the second floor of the house, about seven National Security Bureau officers tied Mr. Zheng to a chair and force-fed him. The forced-feeding went on for two days and and as a result Mr. Zheng's nose and mouth bled profusely. On February 28th, Li Jing, the deputy head of the Xinan Forced Labour Camp in Beijing, Cheng Cuie, the head of Division 2 and Jiao Xuexian, head of Division 3, tortured and verbally abused Mr. Zheng in order to force him to “reform” and reveal information about other practitioners. They shocked him several times and handcuffed him to a chair. They took turns shocking him with two 100,000-volt electric batons for one hour each time. Mr. Zheng's chin, hands, trunk, armpits and both sides of his thighs were covered with injuries from the torture. His hands were severely swollen and he could not even undo his belt. After this round of torture, he suffered from angina pectoris on a frequent basis.

Later, the authorities locked Mr. Zheng in a dark room for 17 days. He didn't give in and the National Security Bureau couldn't get anything they wanted. On March 9th, 2001, authorities from Jiamusi City sent Mr. Zheng to Jiamusi Forced Labour Camp. They held him in solitary confinement for one month. The small cell was cold and damp, without any mattress or bedding. Mr. Zheng was forced to sleep on the ground, and his health suffered greatly. He developed ulcers on his lower body as a result of the mistreatment.
In the meantime, the Beijing National Security Bureau brainwashed Mr. Zhou Genzheng and other detained practitioners with the use of high pressure tactics. Using Mr. Zhou's forced “confession,” the authorities began to fabricate a story that could be used against Falun Gong. The officers believed that Mr. Zheng would be valuable in their plan, and on April 17th, 2001, agents from Beijing's National Security Bureau took Zheng Libin back to Beijing and secretly held him in Beijing's National Security Bureau Detention Centre. They started another round of electric shocks and beatings in order to have Mr. Zheng give in and cooperate with the CCP's media stunt.
In mid-May of 2001, officers from the Preliminary Hearing Division tried to videotape Mr. Zheng Libin but he refused to let them. On May 16th or May 17th, section head Liu and the guard on duty took Mr. Zheng to a room. They pushed him to the ground, stomped on him and shocked him with several electric batons. They attempted to force him to write “reform” [forcibly renounce Falun Gong] statements, but he refused. They then proceeded to torture him until noon.
Later, section head Liu brought some paper, a pen and a dictionary and told Zheng Libin to write a statement by the noon break. After 1:00 p.m. Liu said to Mr. Zheng, "It's not me who is making you write a 'reform' statement. It's an order from the superiors. It's not easy for a young man like me to become a section head. I have to achieve something." Mr. Zheng still refused to write the statement. Then several guards beat and kicked him, and shocked him with electric batons. Liu suddenly placed two batons under Zheng Libin's armpits and shocked him. Mr. Zheng's heart started beating erratically and he nearly vomited from the shock.
Mr. Zhou Genzheng and two other practitioners were regarded as the parties immediately involved in their fabricated news story. The authorities brainwashed them with high pressure tactics and tortured them in many ways including electric shock. The long-term torture caused them to have a confused state of mind and extreme terror and they believed the CCP's lie that they would be released if they cooperated in making the program. The CCP's media took advantage of those persecuted practitioners and produced the staged interview that became a Focal Point Interview programme for CCTV. Later, Mr. Zhou Genzheng physically recovered and his conscience was revived. He asked for the nullification of the video programme and protested the deception of perjuring himself. However, nobody would listen to him. He was sentenced to 13 years in prison and was transferred to a remote area to serve the term. All the other parties involved received harsh penalties and were transferred to other places to serve their term. Mr. Zheng was sentenced to two years of forced labour, despite the complete absence of any criminal evidence.
Mr. Zheng was transferred to the Beijing No. 1 Detention Centre and later to the Beijing Tuanhe Dispatch Division. On November 7th, 2001, he was sent to the Tuanhe Forced Labour Camp. Tuanhe Forced Labour Camp is one of the most vicious places where Falun Gong practitioners are persecuted. During two years of forced labour, Li Aimin, head of the forced labour camp, and the guards in Division 7 violently beat him. Mr. Zheng resisted the persecution and firmly refused to do the labour camp exercises. He refused to do slave labour and refused to follow the policies and arrangements by the labour camp.
The practitioners who refused to be “reformed” all received extensions of their terms. The officers prepared documents and planned to extend Mr. Zheng Libin's term. Li Jing, the new deputy head of the labour camp, learned that Mr. Zheng was filing a lawsuit against him, so he tried very hard to send Mr. Zheng back to Jiamusi City.
On April 17th, 2003, Zhang Hongguang, head of the Xiangyang Police Station in Jiamusi, and another police officer took Mr. Zheng to Jiamusi. It was the day Mr. Zheng's term expired. They lied to him and sent him to the Jiamusi Forced Labour Camp. Xu Hengji, the head of the Administration Section of the Jiamusi Forced Labour Camp, accepted Zheng Libin without following any due procedures, in order to continue to persecute him. The guards locked Mr. Zheng in a dark cell and cuffed him to a bed so that he could not get up. They cuffed his hands to opposite sides of the bed for over three months, until his spine became deformed. He asked Wang Hongming, the labour camp prosecutor, many times to file a lawsuit against the labour camp and the police department. A Procuratorate official told him to file a lawsuit after he was released, saying that this was the government's policy. Mr. Zheng was held for three months and 19 days at the Jiamusi Labour Camp before he was released. The local police forced Zheng Libin's family to sign a guarantee statement first because Zheng Libin still persisted in practising Falun Gong. Mr. Zheng was released on August 7th, 2003.
Remaining Firm Despite Severe Persecution
Mr. Zheng Libin found a job in Beijing in November 2004. He arrived in Beijing on November 23rd and stayed at practitioner Mr. Li Xupeng's home in the Haidian District. Several officers from the Malianwa Police Station broke into the residence at 1:00 a.m. on November 26th when they were sound asleep. The officers arrested Mr. Zheng Libin, Mr. Li Xupeng and Mr. Ma Wanli and covered up their heads. The officers also confiscated a printer, CDs and other Falun Gong pamphlets.
The three practitioners were taken to the Malianwa Police Station and later to the Haidian District Detention Centre. The three of them had been subjected to varying degrees of persecution. Mr. Li Xupeng lost consciousness twice from the torture and was sent to a hospital for emergency treatment both times. The police beat Mr. Zheng Libin so severely that his eardrums ruptured, causing him to lose most of his hearing. He went on a hunger strike for twelve days to protest the persecution, and he was force-fed many times. During the force-feeding, his nose, mouth and ears bled profusely and he was extremely weak.
The guards took Mr. Zheng Libin to the Beijing Police Hospital the next day, where they drew his blood upon arrival. They put him in shackles and handcuffed him to a bed. They infused him with more than 10 bottles of unknown drugs on a daily basis for two weeks, after which the amount of drug dropped to seven bottles a day. The hospital forcibly drew blood from Mr. Zheng and offered him free surgery. The doctor asked him to sign a form consenting to surgery, Mr. Zheng refused. (Mr. Zheng read the media reports regarding the Chinese Communist regime taking organs from Falun Gong practitioners later at home. He thought the police were trying to seize his organs, but they later gave up for some unknown reason.) His hands and feet were shackled to a bed the entire time he was at the Police Hospital. Twenty-five days later, on December 27th, 2004, officials from the Haidian District National Security Division transferred Mr. Zheng to the No. 309 Hospital in Beijing, a military hospital. The medical staff tried to pressure him to submit to IV infusions, but he firmly turned them down.
The officials from the Haidian District National Security Division saw that Mr. Zheng was on the brink of death. They injected him with some drugs on December 31st, 2004 and drove him to the train station in a military ambulance. Two security officers carried him onto the train. Local police officers took him back to Jiamusi City in Heilongjiang Province.
It was January 1st, 2005 when Mr. Zheng arrived in Jiamusi City. Local National Security Division officer Chen Wanyou took him to the Jiamusi City Detention Centre and held him there in spite of the fact that Mr. Zheng was in critical condition. He promised the detention centre authorities that he would take full responsibility for anything that happened to Mr. Zheng. However, the detention centre still refused to admit Mr. Zheng, and Chen had to release him on January 2nd.
Passed Away at a Young Age
Mr. Zheng Libin and two other practitioners were taken away by officers from the Qiaonan Police Station while handing out Falun Gong pamphlets in a suburb of Jiamusi in the summer of 2005. The officers interrogated the three of them separately. Mr. Zheng's motorcycle was confiscated and he was beaten and bruised all over. He was able to escape on the same day.
Mr. Zheng Libin suffered long-term inhuman torture and tremendous pressure from the authorities. His health suffered great trauma as a result, especially from the daily dose of almost a dozen bottles of unknown drugs he received at the Beijing Police Hospital. According to his family, he had been in great pain since the day he returned home. His abdomen was swollen and he had great difficulty moving for about six months before he passed away.
