Mr. Liang Yuncheng graduated from the Department of Mechanical Engineering at Anshan City Normal University. He later obtained a law degree through a correspondence course from Jilin University. In 1995, he secured a position at the Fengcheng Court and became a judge the following year.
Shortly after the persecution of Falun Gong began on July 20th, 1999, Mr. Liang went to Beijing to appeal for the right to practise. He was arrested in the Baodi District of Tianjin and was immediately taken to the Baodi Detention Centre, where he was beaten by other inmates. Officials from Fengcheng Court sent people to collect him the following day. He went to Beijing again on October 27th and was arrested again.
While he was in custody, officers from the Tiananmen Police Station brutally beat him with large rubber clubs. Officials from the Fengcheng Court collected him again and took him straight to the Fengcheng Detention Centre. He was transferred to the Fengcheng Irrigation Department in March 2000.
In early 2006, Mr. Liang was reported to the police when he was seen talking to people about Falun Gong in Kuandian County. He was arrested and sentenced to two years of forced labour by officers from Kuandian Police Department. While he was held in Kuandian Detention Centre, a group of guards led by Bai Jing force-fed him. A guard with the surname Su also beat him with a wooden stick.
Mr. Liang was transferred to Benxi Forced Labour Camp on January 27th, 2006. When he arrived, guard Li Ju ordered inmate Teng Yongming to slap him in the face. That night Lu Ben and a few other inmates severely beat him. When he was seen practising the Falun Gong exercises the next day, guard Zhang Yi punched him hard in the head and punished him for doing the exercises. He was punished again for practising the exercises a few days later. Liu Xiaojie punched him in the head and then smashed his head against the wall. A group of inmates then swore at him. Mr. Liang went on a hunger strike to protest the persecution.
On February 8th, 2006, division head Mi Yang and Management Section head Meng Lixin ordered inmates to restrain Mr. Liang on the bed with his arms and legs were tied to the four corners of the bed. Meng Lixin shouted at him while slapping his face. The camp doctor first gave him an IV and then force-fed him.
Meng Lixin ordered three inmates to push two beds together the next morning. They then restrained Mr. Liang in the middle of the beds, again in the spread-eagle position, with two of his limbs tied to one bed and two to the other bed.
Inmates gave him water and food at meal times, as Mr. Liang was not released even to use the toilet. There was usually a guard, a doctor, and three inmates on hand to monitor him. The guard’s job was to tell the inmates what torture to use, and the doctor was told to make sure no severe injuries or death resulted from the torture. The doctor also compiled data regarding how long a practitioner could endure such torture. Officials at the labour camp then used the information to determine the duration of the torture they could impose the next time around. Mr. Li Guangwen from Fushun City was kept in this spread-eagle position for more than 40 days!
The first time Mr. Liang was made to endure this torture was for 15 days. Not long after, the guards made him suffer the same torture for 29 days. Meng Lixin slapped his face for almost five minutes before ordering Zheng Tao and Ding Huibao to put him in solitary confinement. The guard monitoring the cell also slapped his face before removing all the bedding from the cell. When Mr. Liang sat on the cold concrete floor to meditate, Meng Lixin then had him tied to the four corners of the bed. When he was finally released after 29 days, he immediately lost consciousness.
Since Mr. Liang persisted in doing the Falun Gong exercises and refused to do hard labour, the leader of the 3rd team, Zhao Guangli, brutally beat him. His left eye bled profusely and affected his vision
Meng Lixin had Mr. Liang transferred to the Anshan Forced Labour Camp in late August 2006. Guards at the camp tortured him using a method called “Stretched and Hung up,” where he was tied a bed with his body stretched out and he was left suspended in the air.
Head of the 4th Team Li Jun once ordered inmates to hold Mr. Liang and shave his head. They then forcibly put a prison uniform on him and made him wear a hard hat, before handcuffing him to a metal bed frame. He was left like this all day, except during meal times and restroom breaks. It was summer and very hot. The guards tormented him like this for 15 days. The next day, political head Liu Fudong forced Mr. Liang to remain standing and handcuffed him to the top of a bunk bed for almost nine days.
When Mr. Liang was seen doing the meditation exercise on his bed in October 2006, guards handcuffed him to the top frame of the bunk bed, so that his feet were barely touching the ground. At night, they had him lie on his back and handcuffed him. Several days later, when he refused to put on the prison uniform, guard Feng Ge ordered a group of inmates to brutally beat him. They folded one of his legs and tied it tightly, and then handcuffed him to the top frame of the bunk bed again, but this time he could only balance on the one foot, which barely touched the ground.
Mr. Liang was incarcerated in Benxi and Anshan forced labour camps for nearly two years. Most of that time his elderly parents were searching for him. His mother, already in her 70s, and travelled hundreds of miles to the Anshan Forced Labour Camp, where she was finally allowed to meet with her son. She was shocked to see him in such bad condition. She said to the guards, “My son is a good person. He has done nothing wrong. Why do you torture him like this?”
After returning home from seeing their son, both parents became very ill and died within 100 days of each other! When Mr. Liang’s father was in critical condition, he asked to see his son for the last time. Despite the family’s repeated requests, the authorities at the labour camp did not respond to them and didn’t even inform Mr. Liang when his parents passed away. He only found out when he was eventually released.
In the summer of 2007, Mr. Liang's sight had deteriorated so badly that he could no longer see anything, but the camp doctor told him that there was nothing wrong with his eyes. When Mr. Liang went to Dandong for a medical examination on January 8th, 2008, the doctors said it was too late to help restore his sight as it had deteriorated too much.
Mr. Liang was arrested again on March 7th, 2009, and was taken to a detention centre. On the night of April 13th he was transferred to the Fengcheng Police Department, where the officers forced him to sit on a metal chair for the entire night. The next day, officials from Fengcheng Police Department, the Political and Legal Committee and the Fengcheng Irrigation Department took him to the Fushun Brainwashing Centre.
Officers from Fengcheng police drove him to the Benxi Forced Labour Camp on May 14th, 2009, and sentenced him to two years of forced labour. But the camp officials refused to accept him. A group of agents led by Kong Chongwei then took him to the Fengcheng Detention Centre, where he was held for more than 50 days. The police tried on July 7th to have him admitted to the Dandong Forced Labour Camp, but were turned down there as well. They had no choice but to release him four days later.
Cao Dejun and a few others from the Baiqi Police Station arrested Mr. Liang on September 5th, 2010, and beat him severely. They took him to the Fengcheng Detention Centre the following morning, where he remains incarcerated today.
