On the afternoon of January 6th, 2011, Falun Gong practitioners Ms. Li Ying'e, Ms. Liu Qiaomei, Ms. Huang Bo and Ms. Jing Xuehong, parked their car on a street while passing through the town of Xiwu in Xingping. At around 6 p.m., a drunk man on the street harassed and hit them. Policemen from Xiwu Town Police Station not only ignored the attacker, but they arrested the four victims. The four women were taken to the police station and their car was searched. The policemen found Falun Gong fliers, materials exposing the persecution of Falun Gong, and three mobile phones with text messages with information about Falun Gong. The practitioners were detained. The Xingping Domestic Security Group then searched their homes without a warrant at about 4 o'clock the next morning. Ms. Li Ying'e left the Xingping Domestic Security Group Office the morning of January 7th. Ms. Liu Qiaomei was bailed out by her employer.
Head of the Yianyang 610 Office (an organisation of special agents just for persecuting Falun Gong) Zhang Jin ordered the arrest of Ms. Li Ying'e and Ms. Liu Qiaomei. Ms. Liu Qiaomei was arrested at home by Xingping Domestic Security Group policemen on April 25th. Ms. Liu's whereabouts were unknown to her family. Her family later discovered that she was being detained at the Wugong County Detention Centre. She was sentenced to a year of forced labour on June 2nd. Ms. Liu is now at the Shaanxi Forced Labour Camp for Women. There, she is forced to work like a slave, doing heavy manual labour.
Ms. Li Ying'e left home on January 7th, to escape persecution. However Ms. Li later returned home to care for her seriously ill husband. On the night of May 5th, about six people from the Xingping Domestic Security Group arrested Ms. Li without a warrant. She was detained at the Xingping Domestic Security Group Office and later transferred to the Xingping Detention Centre. Her family was not told her whereabouts. Ms. Li's arrest was mainly planned by Zhang Jin, the head of the Yianyang 610 Office. On June 2nd, Ms. Li was sent to the Shaanxi Forced Labour Camp for Women. This has been her second time in a forced labour camp.
Ms. Li Ying'e is 48 years old. She is a government official at the Gaoxin sub-bureau of the State Administration of Taxation. Over the past twelve years of the persecution of Falun Gong, Ms. Li has been arrested and detained several times. She had been persecuted by the Beijing Tiananmen Police Station (it is now called the Beijing Tiananmen Branch Office), the 610 Office of Yianyang Police Department, the 610 Office of Qindu District Domestic Security Group, and the Xingping Domestic Security Group. While at work on the morning of June 6th, 2008, political affair section chief Zhang Limin of Qindu Police Department Branch Office at Yianyang, chairman of 610 Office Wang Ling (female), assistant chairman of 610 Office Tang Ping, and employee Su Qiang, broke into Ms. Li's office. They arrested Ms. Li and searched her home, sentencing her to a year and a half of forced labour.
