Disabled Falun Gong practitioner Ms. Wang Xiaolian and her daughter Ms. Wang Pei were taken to the Anping County Public Security Bureau Detention Centre on the afternoon of October 15th, 2010. Ms. Wang Pei returned home after she had paid a fine. On June 15th, Anping County Court held a secret court proceeding during which they sentenced Ms. Wang Xiaolian, without attendance of her family or her attorney. A month has passed and her whereabouts remain unknown.
1. Mother and Daughter Arrested
Ms. Wang Pei was washing and colouring her mother's hair at home after 2:00 p.m. on October 15th, 2010. Ms. Wang Xiaolian is disabled and requires full care. Three men and a woman suddenly arrived at the door of the home's east room. As there was cash laying around in the north room, Ms. Wang Pei went to lock it up. A man, who appeared to be in his thirties, followed her, entered the room, and began taking photos and ransacking the room. Ms. Wang Pei tried to stop him, but he brutally beat her and told her to squat down, and hold her hands above her head. By now, seven to eight men had entered the room, ransacked the home, and stolen 500 yuan1 that was in a book bag.
These people showed no identification, but robbed the two women of almost 10,000 yuan, a laptop computer, two printers, five to six boxes of printing paper, a network card, USB flash drives, and other items. They refused to provide a receipt for the goods.
Ms. Wang Pei was subsequently handcuffed, and taken with her mother to the local police station in a police car. They made the handcuffed Ms. Wang Pei walk through the police station while police insulted her.
2. Interrogation at Anping County Police Station
Ms. Wang Pei and Ms. Wang Xiaolian were taken to the Anping County Police Station, where they were interrogated. Cui Qinglei, the deputy director in charge of persecuting practitioners, threatened them and demanded 10,000 yuan for an early release.
By this time, the hair dye had run down Ms. Wang Xiaolian's face and into her eyes, as the women could not wash the dye out of her hair that afternoon. Her eyes were red, burning, and very uncomfortable. It was 6:00 p.m. and she was hungry.
Then, police took them to Aimin Hospital for a physical examination. Ms. Wang Pei refused to have the examination, so Wang Xinliang of the Hengshui Domestic Security Division hit her face and broke her wrists. She was injured, in pain for many days and could only eat soft food.
That night, the police transferred the two women to the Raoyang Detention Centre, located in the neighbouring county.
Chief Sun Yihe of the Domestic Security Division mistreated them and Wang Xiaolian showed Sun Yihe her injured hands and feet and told him that if it weren't for Falun Gong she would have died.
Raoyang Detention Centre refused to accept them, so police took them back to Anping County Detention Centre. They arrived at midnight.
3. Extortion
Three days later, Ms. Wang Pei was allowed to call her family. The police kept the women at the police station for about five days, and then transferred them to a detention centre. Wang Dan (female) of the Domestic Security Division showed off to female guards at the detention centre how she stole Ms. Wang Pei's property so she could buy an expensive camera. The guards agreed that it was easy to take things from practitioners.
On November 9th, Sun Yihe called Ms. Wang Pei's family and demanded that 19,000 yuan be delivered before midnight if they wanted to see the two women released.
Sun Yihe called Ms. Wang Pei's family the following day and said that Ms. Wang had refused to answer questions. The fine was confiscated and they were forced to pay another 19,000 yuan lest Ms. Wang Pei be taken to a prison. Sun Yihe even had even put the new printer he stole at Wang Pei's home into his office.
Wang Pei returned home after 7:00 p.m. on November 9th.
4. Secret Court Hearing for Wang Xiaolian
Ms. Wang Xiaolian was arrested and imprisoned for more than nine months. The police have denied family visits, rights of communication, and forbid her family from bringing daily necessities and food, but allowed delivery of clothes and bedding.
After eight months, the disabled Ms. Wang Xiaolian was sentenced during a secret hearing by the Anping County Court on June 15th. The family has been kept in the dark about Ms. Wang Xiaolian's sentence and her whereabouts.
The court appointed an attorney for Ms. Wang Xiaolian, but her family asked a Beijing attorney to take the case. The judge disallowed involvement by the Beijing attorney, did not provide the case file, claimed that practitioner's cases were special cases, and required secrecy. He threatened the family and ordered them and the attorney to leave.
