Chang Jianmin from Bin County Domestic Security Division in Heilongjiang Province Actively Persecutes Falun Gong Practitioners

Chang Jianmin, an official from the Bin County Domestic Security Division in Heilongjiang Province, is the main local perpetrator who persecutes Falun Gong practitioners in Shengli Town, Bin County since he was promoted to head of Shengli Police Station in 2000. Over the past 10 years, Chang has arrested over 60 practitioners from Shengli, among which 12 practitioners were sent to labour camps and 4 practitioners were put in prison. Chang has also extorted over 200,000 yuan1 from practitioners and their families. After he was promoted to the Domestic Security Division in 2011, Chang has continued to lead the persecution of practitioners in Bin County.

Mr. Wang Jinglun, 76, is a retired teacher from Shengli High School, and once taught Chang Jianmin. Before the Chinese New Year in 2006, Chang arrested Mr. Wang and extorted 5,000 yuan from him. Chang arrested him again on August 12th, 2008 and falsified documents that lead to Mr. Wang being sentenced to seven years in prison. He is currently being held in Daqing City Prison.

Chang arrested Ms. Liu Zhenxian and her husband Mr. Liu Zhongquan on August 12th, 2008. As a result of Chang's fabricated evidence, Ms. Liu was sentenced to one and a half years in a forced labour camp and her husband was sent to prison for four years. Their son was in high school at the time and had to stay with his aunt. Ms. Liu Zhenxian was released in 2010. However, Chang arrested her again and continued to extort money from her family.

Ms. Wang Yuping is over 60 and from Shengli. Her son and Chang were friends and studied together at Shengli High School. However, Chang has arrested Ms. Wang four times and extorted 12,000 yuan from her. When Ms. Wang was out walking on the afternoon of July 14th, 2009, she happened to meet Chang. Chang immediately arrested her and forcibly sent her to Bin Detention Centre. He then falsified documents about Ms. Wang and gave them to the Procuratorate.

Officials from Harbin City Political and Judiciary Committee and Harbin 610 Office (an organisation of special agents just for persecuting Falun Gong) instructed police from Harbin and Binzhou Town to arrest practitioners Mr. Zhao Yungu, Ms. Liu Shumei and Ms. Chen Liyun from Binzhou on June 26th, 2011. They also extorted nearly 400,000 yuan from them and confiscated their personal belongings, including two gold necklaces and a pair of gold earrings. The officials didn't have enough evidence to sentence the practitioners, so Chang fabricated evidence to help keep the practitioners in detention.

After being promoted to the Domestic Security Division, Chang went back to the Shengli Police Station on September 7th, 2011. When someone asked him why he had returned, he said, “You guys raise a lot of money through the opium trade. I also need to make money here.” Chang led a number of police officers to Ms. Liu Zhenxian’s home at around 8:00 p.m. that evening. They broke into her home, arrested her and confiscated her computer, printer and other personal belongings. Mr. Liu was then taken to Bin Detention Centre.

Practitioners have told Chang the facts about Falun Gong many times over the years, and told him that he must change his behaviour, as evil acts will meet with retribution. However, Chang still continues to arrest and participate in the persecution of practitioners.
