At around 6:00 a.m. on February 19th, 2012, police officers arrested four Falun Gong practitioners from their homes: Yu Yan and Li Chong, teachers from the No. 5 Middle School of Huadian City, Jilin Province; and Yang Wenxia and Hu Zhongjing, teachers from the No. 4 Middle School. Their homes were also ransacked. Two elderly female Falun Gong practitioners were also arrested, including Xue Guiqin, who is almost 70 years old. She was sent to a detention centre, but was rejected by the detention centre after having a physical exam. She went home the same afternoon. As of now there is no available information on the situation of the other elderly practitioner.
It is still the school year, and all schools are holding classes. The Chinese Communist Party (CCP) has caused needless interference to the No. 4 and No. 5 Middle Schools by arresting these teachers, bringing about mental stress and confusion to the students and other teachers. The four teachers were arrested only because they wanted to be good people by practising kindness.
Over the past 13 years since the CCP's persecution of Falun Gong began, various levels of government and police forces in Huadian City have participated in the persecution of practitioners. These include the Huadian 610 Office (an organisation of special agents just for persecuting Falun Gong), Public Security Bureau, National Security Team of the Public Security Bureau, police stations at all levels, residential neighbourhood offices, Huadian Detention Centre, Huadian Procuratorate, Huadian Court and other CCP agents and staff. In Jilin Province, Huadian is the location where Falun Gong practitioners are persecuted most severely. At least 134 practitioners have suffered some form of persecution (see Appendix for names), including mental and physical abuse, detainment, and even death. Some were forced to become homeless, and most practitioners and their families have suffered severe harassment in their daily life, work, and study.
At least eight Falun Gong practitioners have endured severe torture and five Falun Gong practitioners have died as a result of persecution.
The following accounts describe the abuse suffered by some practitioners:
Xu Guijun and Ban Huijuan were sentenced to 12 years of imprisonment in June 2002. Xu Guijun is detained at Gongzhuling Prison in Jilin Province, where he is being abused. His wife Ban Huijuan, 45 years old, is detained in Jilin Province Women's Prison and is likewise being mistreated. Their 15-year-old son has been left behind.
Wang Xiuyun was also sentenced to 12 years of imprisonment in June 2002. She was tortured and force-fed at the hands of CCP authorities, and later died from the persecution. Liu Yuhe was sentenced to 8 years of imprisonment and is detained at Jilin Prison, suffering abuse and mistreatment.
Duan Liangjun was sentenced to 7 years of imprisonment when he was 35 years old. At the end of 2000, he went to Beijing to appeal for Falun Gong and was arrested by police at Tiananmen Square. His face was bloody from being beaten and his eyes were injured. On January 1st, 2001, he was brought back by police from Huadian City Public Security Bureau and detained at the detention centre. Huadian City Court sentenced Duan Liangjun on trumped-up charges.
Wang Xiaohu was sentenced to 7 years of imprisonment. After his release, he was sentenced again in 2010 and detained at Gongzhuling Prison.
His brother, Wang Xiaodong was sentenced to 7 years of imprisonment in 2006. On March 11th, 2006, while on the way home to bring back water, Wang was arrested. During his detention, he was brutally tortured with methods such as force-feeding of kerosene, being forced to sit on a tiger bench1, etc. Yu Jinji, the team lead of the Public Security Team of the Huadian City Public Security Bureau, collaborated with Yang Baolin from the Huadian 610 Office to fabricate charges against Wang Xiaodong and get him sentenced. On November 2nd, 2006, Wang Xiaodong was sent to Gongzhuling Prison in Jilin Province. Left at home alone is their mother Wang Guilan, who is nearly 70 years old and who lives a difficult life. Jiao Ling was sentenced to five years of imprisonment and is now detained at Jilin Province Women's Prison.
The Falun Gong practitioners who died as a result of persecution were: Li Rongxian, Cai Huilan, Wang Xiuyun, Shao Hui and Gong Fangli.
Mr. Li Rongxian lived in Huadian City. In July 2002, he was sentenced to two years at a forced labour camp for practising Falun Gong. On May 26th, 2003, he died in custody, at only 44 years old.
Ms. Cai Huilan was an employee of the Red Stone Bureau of Forestry in Huadian City. She was detained twice. She was first arrested by police in 2000 because she went to Beijing to appeal for Falun Gong. She was beaten by police and died in November 2001.
Ms. Wang Xiuyun was arrested by police from the Huadian City Public Security Bureau on June 3rd, 2002. She was interrogated, and police tortured her until she was in critical condition. She was then sent to Changchun (Heizuizi) Women's Prison, where she died seven days later.
Mr. Shao Hui was a doctor from the Red Stone Bureau of Forestry of Huadian City. In November 2000, he was sentenced to three years of forced labour, and was tortured at Huanxiling Forced Labour Camp in Jilin City. He was later transferred to Yinmahe Forced Labour Camp in Jiutai City. On March 31st, 2002, he escaped from the forced labour camp. On the the night of August 21st, 2002, he was tortured to death by riot squad police and officers from the Public Security Team of Fengman District, Jilin City. He was only 31 at that time and left a son who was only five years old.
Mr. Gong Fangli died on December 28th, 2011, shortly after detention centre authorities transferred him to a hospital. He had been arrested by Yu Xiaoqiang from the National Security Team of Huadian City and other police from Badaohezi Town. He was then sent to Huadian City Detention Centre and detained there for over one year. He was only 37 years old at the time of his death.
Song Guifen was arrested several times and suffered brutal torture and forced labour. On November 29th, 2010, he was arrested for the fourth time and has been detained at Jilin City Detention Centre since. On November 4th, 2011, without notifying his family, Huadian City Court held a court hearing. Nobody knows about his current condition. At present, there are over ten Huadian City Falun Gong practitioners still being detained in Lin City after 16 months.
Ever since Yang Baolin, the head of the Political and Legal Committee of Huadian City, became the director of the Huadian 610 Office, he had been manipulating the Huadian City Public Security and Procuratorate in persecuting Falun Gong practitioners. The orders to persecute come from Yang Boalin, officer Li Xiangting, Wang Honghai, Yu Xiaoqiang from the National Security Team, and others. These individuals have their hands stained with the blood of Falun Gong practitioners.

1. "Tiger Bench": Prisoners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead without movement for long periods of time.
