The Criminal Acts of Zhao Zhandong, Deputy Director of the Dongning County Police Department in Heilongjiang Province

Zhao Zhandong, current deputy director of the Dongning County Police Department in Heilongjiang Province, is an official in charge of the persecution of Falun Gong. He has destroyed many formerly happy families.

Soon after the 2012 New Year, Zhao Zhandong personally arrested Mr. Miao Fujing after Miao accompanied the family members of seven arrested Falun Gong practitioners to ask for their release.
On the evening of January 9th, 2012, seven practitioners—Cao Wenbo, Lu Yulan, Zhang Guiqin, Xiao Hua, Wang Xihe, Liang Junzhi, and Xu Yili—drove to Daohe Township and nearby villages. They were arrested by the Daohe Township Police Station. The following morning, Cai Zhengzong from the Dongning First Police Station ransacked their homes. The practitioners were detained in the Dongning County Detention Centre. Starting from January 12th, their families visited the 610 Office (an organisation of special agents just for persecuting Falun Gong), then the Domestic Security Division, and eventually deputy director Zhao Zhandong, asking for the practitioners' release, but to no avail.

On the morning of February 2nd, when the families went to ask for the release of the practitioners again. Zhao Zhandong arrested practitioner Mr. Miao Fujin, who had accompanied the arrested practitioners' families, and took him to the Dongning Detention Centre. That same night, he sent people to search Mr. Miao's home. Miao's mother, in her 70s, was so scared by the police that she could not eat or sleep well.

After the Chinese Communist Party (CCP) started to persecuted Falun Gong in July 1999, Zhao Zhandong participated in the arrest, detention, and forced labour sentencing of practitioners Jin Chunxian, Jiang Minshan, and Wang Di, who went to Beijing and peacefully appealed for Falun Gong. In 2002, he became the deputy director of the Dongning County Police Department. He directly and indirectly ordered police officers Lin Xiaowei and others from the Domestic Security Division to persecute Falun Gong practitioners. Multiple times, he harassed practitioners, ransacked their homes, confiscated their valuables, fined then, arrested them, detained them, and sent them to forced labour. He beat practitioners brutally, force-fed them, shocked them with electric batons, deprived them of sleep, and instigated criminals to beat or torture them. They tried to force practitioners to give up their belief and levied fines totalling more than 200,000 yuan¹. They detained practitioners over 60 times, took over 20 practitioners to labor camps, and sentenced more than 9 practitioners to jail. They persecuted and killed practitioners Jin Chunxian, a retired accountant of the Dongning Electric Plant, and Huo Shuxiang, a cashier for the Environmental Protection Department.
