Chinese Communist Party (CCP) Officials in Wuhan City, Hubei Province Planned Trial of Seven Falun Gong Practitioners

The Wuchang District Court, Wuhan City, Hubei Province planned to put seven Falun Gong practitioners on trial at 8 a.m. on May 19th, 2012. According to inside information, Zhou Yongkang, the head of the Chinese Communist Party's (CCP) Political and Legislative Affairs Committee, was instrumental in pushing this one-year long case. Zhou ordered the Public Security Ministry to be in charge, and the local 610 Office (an organisation of special agents just for persecuting Falun Gong) and other law-enforcement organizations to adjudicate this case.

On April 20th and May 5th, 2011, the Wuhan 610 Office ordered the National Security Division and Wuhan Public Security Bureau to arrest practitioners Mr. Feng Zhen, Mr. Feng Yun, Mr. Zhang Su, Mr. Zhang Weijie, Mr. Xiong Weiming, Mr. Xia Yang, Ms. Zhu Chunlian, Ms. Li Guohua, and Ms. Han Shuhua. The police interrogated the practitioners at the Hankou District Erdaopeng Brainwashing Centre, Wuhan City. The practitioners were deprived of sleep for five days in an attempt to make them confess and so be able to develop a significant court case against them. Then, the practitioners were taken to the Qingshan District Beihu Farm Brainwashing Centre and the Wuhan and Hubei Provincial Brainwashing Centres. In June 2011, Ms. Xia Yang, Ms. Zhu Chunlian, Ms. Li Guohua, and Ms. Han Shuhua were released on bail. The other practitioners were detained at the Wuchang District Detention Centre.

After fabricating a case, the Wuhan National Security Division handed it over to the Wuhan Procuratorate. In August 2011, the Wuhan Procuratorate assigned the case to the Wuchang District Procuratorate. Because there was no legal provision for the fabricated evidence, the procuratorate sent the case back to the police.

In early October 2011, the Wuhan 610 Office asked the Wuchang District Procuratorate again to take the case to court. Again the procuratorate rejected the case citing the same principle.

On December 19th, 2011, the 610 Office ordered the Wuchang District Procuratorate to proceed by filing one instead of nine separate lawsuits. They were committed to creating a significant court case.

Wuchang District Procurator Zhang Wei had responsibility for this case. She refused to meet with practitioners' family members. When the imprisoned practitioners met with their attorney, they recounted the tortures they had to endure in the brainwashing center. For this, the attorney was prevented from meeting with the practitioners going forwards, nor was the attorney allowed to view the charges brought by the police against the practitioners.

The Wuchang District Procuratorate planned to sue all nine practitioners under one court case. Because Ms. Zhu Chunlian and Ms. Li Guohua refused to testify, the procuratorate changed strategy by suing seven practitioners in one court case. The police arrested Mr. Xia Yang and Ms. Han Shuhua, who had been released on bail. The procuratorate accepted the case on April 23rd, 2012. The Wuchang District Court planned to hold the court hearing on May 19th at 8 a.m..

According to sources familiar with the case, Zhou Yongkang took the lead in the case. Zhou decreed on April 18th, that the practitioners' attorney could neither view nor copy the case documentation, an open violation of the Chinese Code of Criminal Procedures.
