After the tragic accident that took place on the night of May 12th, 2012, in Chucun Town, Weihai, Shandong Province, Gaoxin District Police Department detained the witness and, within a short period of time, kept changing their statements. Recently they even maligned the witness, Ms. Qi Xiuchun, claiming that she was “mentally unstable.” They also tried every way they could to prevent others from providing further information. The outside world is worried about the safety of Ms. Qi, who is still in custody. We cannot help but feel that the police themselves are guilty of murder.
1. Death in Chucun Town
On the night of May 12th, 2012, a woman died near Weihai Professional School in Chucun Town, Weihai, Shandong Province. Ms. Wang Diansong, 68, died in an accident, and Ms. Qi Xiuchun was injured. According to eyewitnesses, three police cars surrounded the two women, one of whom lay on the ground while the other knelt on the road, shouting for help. At Chucun Hospital, a medical assistant said that two women were brought in on the night of May 12th. One of them was already dead. The other victim, Ms. Qi Xiuchun, was immediately taken away by police and her whereabouts are unknown.
On May 17th, Ms. Wang Diansong and Ms. Qi Xiuchun's family rushed to Weihai from other regions and immediately went to the Gaoxin District Police Department to learn what happened. However, Wang Feng, the police officer in charge of the case, was unusually worked up and refused to give them any information. He also denied holding Ms. Qi in custody and even repeatedly sent the family away.
2. Ms. Wang Dianson Was Persecuted to Death
Ms. Wang Diansong lived in Lixinzhuang, Xujiadian Town, Haiyang City, Shandong Province. After the tragic incident, Weihai police ordered an autopsy without any family members being present. After strong demands from the family, the police subsequently issued a very vague autopsy report, stating that, according to the coroner, Ms. Wang had died from being hit by a blunt object.
Ms. Wang began to practis Falun Gong in the spring of 1999. Before that, she suffered from many illnesses, including gastritis, cholecystitis, and arthritis. For many years, she was tortured by these diseases. After practisng Falun Gong, she recovered from them very quickly.
Ms. Wang was persecuted several times for persisting in practising Falun Gong. On January 20th2001, she was arrested in Beijing and was first detained for one month, then sent to a labour camp for over a year. Every day, she was forced to do intense labou, often working long into the night, until 1 or 2 a.m., sometimes not even being allowed to sleep. At Xinan Forced Labour Camp, she was similarly forced to do slave labour and subjected to harsh “transformation” [forcibly renounce Falun Gong] methods. She was brutally tortured for refusing to give up her belief.
In May 2005, when officials from the Haiyang City 610 Office (an organisation of special agents just for persecuting Falun Gong) tried to send her to a forced labour camp, she had to leave home. The police then arrested her daughter and sent her to a labour camp for two years in place of her mother. Ms. Wang has not returned home since 2005.
3. Ms. Qi Xiuchun Unreasonably Detained
Ms. Qi Xiuchun's family went to Weihai Detention Centre several times to inquire after her whereabouts. On May 28th, centre employees admitted that she was indeed detained there, that she had been brought in by Gaoxin District police, who charged her with “suspected intention of causing harm.”
Ms. Qi Xiuchun, 55, lives in Beixing Nongken Farm in Boli County, Heilongjiang Province. She started to practise Falun Gong in late 1998. Her husband, who had severe colitis, also began practising. Both of them managed a shoe shop and the kind hearted couple was praised by the locals as being some of “the few good people”. After the regime launched its persecution campaign against Falun Gong, Ms. Qi and her husband were arrested numerous times, their home was ransacked, and they were even sent to forced labour camps. After her husband was sent to a labour camp, Ms. Qi left home and ended up in Weihai. She took on casual jobs and worked as a nanny.
Ms. Wang Diansong and Ms. Qi knew each other through practising Falun Gong, and they were very close friends. Ms. Qi is a key witness in this incident, yet the police have maligned her as a “culprit.”
4. Covering Up the Truth
After the incident, the police pushed aside and delayed reasonable requests made by the victims' families. Ms. Qi Xiuchun, not only a victim but also a witness to the incident, was persecuted.
Both Ms. Wang and Ms. Qi were in good physical and mental condition when they left home. According to the coroner's report, Ms. Qi sustained light injuries while Ms Wang was struck with a blunt object, which caused her death. Both of them were more than likely beaten.
Gaoxin District Police Department officials have severely violated the law in persecuting practitioners.
The police gave vague information and were slow in notifying family members.
When the lawyer hired by Ms. Qi's family tried to obtain information about the case from Go District police, they gave vague reasons for detaining her and even threatened the lawyer.
According to the “Code of Criminal Procedure:” “Family members of the detainee should be notified within 24 hours of the arrest.” However the Gaoxin District Police Department continued to withhold information after Ms. Qi was detained on May 13th and after her family went to the station on May 17th, indicating their identities. The department finally admitted that there was such a case and this person exists when the family lodged a complaint to Weihai Police Censorship Bureau and provided evidence of their identity as well as their relationship to the detainee.
According to the “Code of Criminal Procedure,” the custody period cannot exceed 30 days. However, three months later, the Gaoxin District Police Department still has not applied to the procuratorate for an arrest warrant, nor have they released Ms. Qi Xiuchun. The police detained Ms. Qi on May 13th, yet they signed on a notice of criminal detention dated June 4. They did that to conceal their crimes.
Detainees should be held near where they were apprehended. However, Gaoxin District Police Department detained Ms. Qi in Wang Village Brainwashing Centre in Zibo, thousands of miles away from Weihai. This facility is notorious for persecuting Falun Gong practitioners. Since 2000, many practitioners have been tortured till they became handicapped or suffered a mental collapse. Undoubtedly, Weihai public security is using the investigation as an excuse to persecute Ms. Qi. Presently, Gaoxin District Police Department announced that Ms. Qi Xiuchun has become “mentally unstable.”
Gaoxin District police told Ms. Wang Diansong's family to have her cremated as soon as possible after they issued an autopsy notice. At the same time, they released many different versions of the incident. Initially they said that Ms. Wang was beaten up by her husband before she left home, and this led to her death. Later on, they said that Ms. Wang and Ms. Qi took a ride in a taxi and did not pay the fare, so the taxi driver beat Ms. Wang to death. Subsequently they lied again, saying Ms. Qi was mentally unstable and they suspect she intentionally harmed Ms. Wang.
When family members made inquiries with staff members of Chucun Hospital where the victims were taken, they were told that the police forbade hospital staff from discussing with anyone the details of what happened. When the police met Ms. Wang Diansong's family, the officer in charge first asked them if Ms. Wang practised Falun Gong and whether any of them practiced Falun Gong.
It is evident from the actions of the police that they knew what happened in the tragedy in Chu Village, from beginning to end. They are also the main suspects in the death of Ms. Wang. They tried every way they could to cover up and stall for time and even maligned the victim as well as stopped her lawyer from being involved in the case.
5. Victim's Family Appeals for the Public to Follow the Case
Both Ms. Qi Xiuchun and Ms. Wang Diansong are Falun Gong practitioners. In the past more than ten years, they endured extreme injustice and hardship that normal people would not be able to bear. Yet they did not harbour any resentment for their persecutors. That said, a lady in her 70s was beaten to death and Ms. Qi was injured, and it seems that no one can protect their legal rights. On the contrary, the police have sought to blame the victims and intensify the persecution. At present, the police have no intention of investigating the truth. Instead they tried to destroy all the evidence. As the sole witness, Ms. Qi's family is extremely worried about her safety.
Family members of the victims and all Falun Gong practitioners call for more people to pay attention to this case, carry out a thorough investigation to determine who the culprits are, and immediately release Ms. Qi Xiuchun!
