Radio Free Asia reported that 44 internationally renowned scholars and professors signed a joint letter to Jiang in which they protested the establishment of Hong Kong Basic Law No. 23. In the letter, the scholars stated that this decree, known as "No.23," against "division, subversion and revolution" would harm the freedom of the people of Hong Kong, subjecting them to the persecution of an autocracy. The letter also pointed out that this decree goes against the interests of the people of Hong Kong, and they call on Jiang to urge the Hong Kong government to rescind Basic Law No. 23 in accordance with the "one country, two systems" policy.
