Wanlichengqiang, in the Wanzhou District of Chongqing, is a dense residential community. Mr. Kuang Liang in building #92 was recently arrested. He has been tortured at a mental hospital, force-fed with drugs, and beaten with electric batons.
Deceived by Domestic Security Division and Arrested by Police
Mr. Kuang is a kind and well-liked person. The employees at his company praise him as a core part of the company. He works hard and is well respected.
Mr. Kuang had many diseases in the past. He sought medical treatment for years but it was in vain. After he started cultivating Falun Gong, his illnesses disappeared. This made him a firm believer in the practice. The Chinese Communist Party (CCP) staff in Wanzhou has targeted him and identified him as a primary person to persecute.
Mr. Kuang was arrested by police from the Longbao Two Police Department, Wanzhou in 2000, while he was doing exercises in the park. Police officers Fu Chao, Li Longquan, Zhang Yong, and others from the First Section of the Longbao Police Department took turns punching him in the chest and stomach. Mr. Kuang lost consciousness for seven days due to the beating. The police then put him in the Pibaping Mental Hospital in Wanzhou, and ordered forcibly-administered drugs, which caused him to lose his memory. Mr. Kuang's face also became disfigured from these substances. He was in a trance with a numb expression when he was released.
The Wanzhou District 610 Office (an organisation of special agents just for persecuting Falun Gong) staff and Wanzhou police have since continued following, monitoring, threatening, and harassing Mr. Kuang. No longer able to bear the pressure, his wife divorced him. All this didn't make Mr. Kuang change his belief. He became even more firm in cultivation and refused to follow any of the police's arrangements. This irritated the Wanzhou police greatly.
After a careful study of Mr. Kuang's schedule, the Wanzhou Domestic Security Division decided to take advantage of his kindness. They picked Mr. Kuang's best friend, who is a security guard, to invite him out for a meeting. At noon on June 28th, 2012, Mr. Kuang left his room to meet his friend. He was arrested by three police officers who were hiding outside the building, and he was taken to the Hongguang Police Station.

After Mr. Kuang was taken to the Hongguang Police Station, a few police officers forcibly grabbed his keys. The police also went to his ex-wife's home. They broke in, ransacked her home, and confiscated many items. The police then took Mr. Kuang to the Wanzhou Zhoujiaba Drug Rehabilitation Centre to further persecute him. To resist the persecution, Mr. Kuang went on a hunger strike.
Four days later, Mr. Kuang disappeared. His family kept looking for him. Two months later, they learned that he had been sentenced to 18 months in a forced labour camp by the Wanzhou Police Department. But instead, he was taken to the Wanzhou Mental Hospital and was in critical condition.
A well-known attorney said, “A mental patient is not responsible for his conduct. If a person is a mental patient, he can't be sentenced. If a person is sentenced, he is not a mental patient.” “When did the CCP really follow the law? Which police officers follow the law? Whatever was written by the People's Congress is just for show.” Since the government took Mr. Kuang to a mental hospital, it means that he was a mental patient. Yet the government sentenced a mental patient to 18 months in a forced labour camp. Which article in the law did the Wanzhou police base this sentence on?

The Wanzhou Mental Hospital was the former Chongqing Three Gorges Mental Clinic. It is also called the Rehabilitation Hospital of Chongqing Three Gorges Central Hospital. The president of the hospital is Zhang Xianxiang.
When I (author of this article) came to the hospital, I saw a wide gate. A 10-metre tall, square column, with the hospital's name written on it, was erected in front of the gate. Inside the hospital, there are pavilions and big trees. Each room was equipped with televisions, air conditioning, telephone, toilet, etc.
At a hard-to-find corner, there is an iron gate which is tightly locked at all times. It is the entry to the mental clinic center. There is an early mental health intervention division, nerve disorder division, elderly mental health division, general mental health division, male mental health division, female mental health division, and other clinical departments. When we went there and told them that we were looking for Mr. Kuang Liang, the people there got very nervous. They looked at each other, then told us that they didn't know anything about him. They just locked us out and left.
Later a doctor came along by himself, and we asked him about Mr. Kuang. He told us that he was indeed there and that his case was related to law enforcement. He asked us to leave immediately. We asked him to ask the director of the division that treated Mr. Kuang to come out and meet with us. He brought Director Liao, followed by a few people holding electric batons. We told them that we wanted to see Mr. Kuang. They said, “He is here. But you are not allowed to visit him!” Then they left.
Mr. Kuang was locked up on the third floor. An insider told us that he was force-fed with medicine every day, and that the people monitoring him beat him with electric batons at will. The forced labour camps are still afraid of being exposed for torturing Falun Gong practitioners, but the mental hospitals do not care at all. They claim that they are keeping mental patients under control and thus beating them is acceptable.
