When Falun Gong practitioner Mr. Zhao Qi arrived at his workplace in the library building of Shandong Hydraulic Vocational College at 8 a.m. on October 19th, a group of about 8 people, who were unknown to him, suddenly surrounded him and started pushing and beating him. They then tied his arms behind his back and forcibly bundled him into an awaiting van. He was taken to the 2nd Men's Forced Labour Camp in Zhangqiu City, Shandong Province. When Mr. Zhao arrived at the labour camp, personnel there forcibly took a blood sample from him.
The director of the Academic Affairs Division in the college, Wang Qitian, later notified Mr. Zhao's wife Ms. Dong Changyan that the head of Donggang District 610 Office (an organisation of special agents just for persecuting Falun Gong) in Rizhao City, Huang Jinhua, had led a group of people to take Mr. Zhao to a brainwashing centre for so-called “study,” with a tentatively scheduled duration of 20 days. The college had appointed Cheng Xingqi from the Academic Affairs Division to assist the 610 Office, and the director of the library, Zhang Benchang, would accompany Mr. Zhao for the duration of the brainwashing sessions.
Ms. Dong, also a teacher at the college, was shocked upon hearing this news and strongly condemned the actions of the 610 Office. It is now known that officials from the 610 Office had been to the college management office and told them lies about Mr. Zhao. They said that he was intending to make trouble during the Chinese Communist Party (CCP)18th National Congress and that the management of the college would all be held responsible if he did make trouble. They hired three vans, and on October 19 at 6 a.m. they waited from Mr. Zhao at the library building. Huang Jinhua, Zeng Zhaofeng and others from Donggang 610 Office repeatedly beat him on the way to the labor camp.
Mr. Zhao's daughter attends elementary school, but due to fear of the authorities, she no longer dares to go there.
Agents from the 610 Office have been continuously harassing people at Shandong Hydraulic Vocational College for over a year now, and they have been exerting pressure on the management there to help them persecute Falun Gong practitioners.
Mr. Zhao used to teach Computer Science at the college, but when he publicly announced his withdrawal from the CCP in 2006, he was dismissed from his teaching position and transferred to the library.
Mr. Guo Xin was formerly a teacher of Physical Education at the college, but when the persecution started on July 20th, 1999 he was dismissed from his post. When Mr. Guo was released from Shandong Provincial 2nd Forced Labour Camp in Zibo City in 2001, he was arranged to work as a librarian at the college library.
Mr. Guo's wife, Ms. Qian Chun, was arrested by officers from Qinlou Police Station in Rizhao in November 2010, and was sentenced to 2 years of forced labour by officials from Donggang 610 Office. She is being held at the Shandong Provincial 2nd Women's Forced Labour Camp in Wangcun, Zibo City.
On the morning of September 23rd, 2011 over a dozen people, led by the chief of the Rizhao 610 Office Yin Xiaopeng, went to Shandong Hydraulic Vocational College and got the college management to accompany them to arrest Mr. Guo and Mr. Zhao. When they arrived at the college library where the two men worked, 6 or 7 college security guards were stationed at the main entrance. Initially, officers from the 610 Office wanted to coerce the college management into helping in the arrests, but they refused to take part. Then those present quickly surrounded Mr. Guo and Mr. Zhao, and kept asking them, “Do you still practise Falun Gong?” The two men did not reply, but instead, asked them for their names and occupations. They didn't answer and soon left. Before the men approached Mr. Guo and Mr. Zhao, they told the two accompanying guards to take off their ID numbers from their uniforms. Several people working at the college witnessed this.
Huang Jinhua and Zeng Zhaofeng went to the college on the morning of June 29th, 2012 to try to coerce the management to cooperate with them and force Mr. Guo and Mr. Zhao to go to the brainwashing centre in Jinan City. However, they were turned down.
Huang Jinhua once publicly claimed that by going to the brainwashing centre and studying well, one would get promoted upon their return. This claim has become a standing joke within the college.
