Fushun City Police Ransack and Rob Practitioners' Homes

Peng Yue from the first division of the Fushun Police Department ordered officers from the local criminal police team and police stations to arrest more than a dozen practitioners in Xinbin County on April 15th, 2012. They ransacked their homes and confiscated their personal belongings.

Falun Gong Practitioner's Cash and Personal Belongings Confiscated

Officers from the Fushun City and the Xinbin County Domestic Security Divisions arrested Mr. Zhao Jiwei and Ms. Hu Shaolie at home at 7 a.m. on April 15th, 2012. The police ransacked their home and confiscated 10,000 yuan¹ in cash plus a digital camera worth over 3,000 yuan. Later the couple's family asked the police where the belongings were. The police replied that they did not know.

Mr. Mu Guodong and his wife, Ms. Yu Haiyan, were arrested by over 10 officers from the Fushun City Domestic Security Division at 6 a.m. that same day. Their home was also ransacked. The police confiscated their computer, a mobile phone, 8,000 yuan cash, and a bank savings book with a balance of 30,000 yuan.

At 7 a.m. on April 15th, more than 20 officers from the Fushun City Police Department held Ms. Zhao Shuqing's daughter hostage and broke into and ransacked Ms. Zhao's home. They confiscated 6,800 yuan in cash, two laptops, a printer, ink and paper, materials exposing the persecution of Falun Gong and other personal belongings.

The director of the Xinfu District Police Department, Jin, and 6 to7 officers from the Xinbin Town Police Station burst into Ms. Tong Yanbing's shop at 6 a.m. that same morning. Without presenting any legal documents, they started to search the house. They confiscated four mobile phones, four bank credit cards, a digital camera, a computer, and other items.

Ms. Chi Xiuhua, 44, from Xinbin County was arrested at her home by officers from the Fushun City and the Xinbin County Domestic Security Division that same morning. Her home was ransacked and around 8,000 yuan was confiscated.

The families of the practitioners went to the first division of the Fushun City Police Department and asked the authorities to return the money and confiscated items, but they refused.

Cars Confiscated to Extort More Money from Practitioners

Two cars owned by practitioners were confiscated on April 15th. A Nissan owned by Mr. Zhao Jiwei and a Jetta owned by Ms. Zhao Shuqin's daughter were taken. Both Mr. Zhao and Ms. Zhao went to the first division of the Fushun City Police Department to ask for their cars back. Ms. Zhao's family was forced to pay 7,000 yuan to get her car back, and Mr. Zhao was forced to pay a 400-yuan “parking fee” to get his car back. The police used this tactic as a way of extorting money from the practitioners.

Confiscating Materials Related to Falun Gong

The home of Ms. Chi Xiuhua, 44, was ransacked when she was arrested on April 15th. Her Falun Gong books, cash, a computer, two laptops, DVD player, four printers, a plastic packaging machine, a calendar making machine, two scudding knifes, four mobile phones, boxes of printing papers, DVDs, and other personal items were all confiscated.

Mr. Sun Haifeng from Xinbin County was arrested around 7 a.m. on April 15th. Falun Gong books, materials exposing the persecution of Falun Gong, DVDs, and other items were confiscated. He was taken away with a black cloth covering his head.

Around eight plainclothes police officers arrested Ms. Huang Yaguang at around 7 a.m. on April 15th while she and her husband were on their way to the grave of Ms. Huang's mother-in-law in Yonglingjiahe Village. The police covered Ms. Huang's head with a black cloth, shoved her into a car, and drove her back to Xinbin County. They then ransacked her home and confiscated her Falun Gong books, a picture of the the founder of Falun Gong, DVDs, and other personal belongings. Ms. Huang was held at the Fushun City Nangou Detention Centre and later sentenced to one year in the Masanjiazi Forced Labour Camp in Liaoning Province.

Over 10 officers from the Jianshe Police Station in the Wanghua District of Fushun City, led by officer Wang Xu, burst into and ransacked the home of Ms. Zhang Deyan at around 6:30 a.m. on April 15th. They took photographs and videoed her home before they confiscated a picture of the founder of Falun Gong, Falun Gong books, a computer, DVD player, several mobile phones, and other items.

Ms. Shang Liping was arrested while she was visiting Mr. Zhao Jiwei at around 7 a.m. on April 15th. The police then forced Ms. Shang to lead them to her home, where they confiscated her Falun Gong books, three laptops, six mobile phones, and other items.

Since the former head of China, Jiang Zemin, initiated the persecution of Falun Gong, the Chinese regime has disregarded Chinese law in the persecution of its practitioners. The Chinese Communist Party forces the administrative and judicial departments to be directly involved in the persecution. They control the state media, block the Internet, prevent people from knowing the truth, deceive them, and hide the truth about the persecution of Falun Gong practitioners.

Without the protection of the law, practitioners' lives and property are seriously threatened. The public's right to know the truth has also been abused. Because the state media use their power to slander Falun Gong and Falun Gong practitioners, practitioners make materials exposing the persecution of Falun Gong. The materials are then distributed to inform people of the truth and expose the true nature of the CCP. They are, in fact, exercising their rights. The Chinese Constitution grants citizens freedom of speech and freedom of the press.

Pressured by the Chinese Communist regime, the police have ransacked practitioners' homes and committed crimes. Although they knew that persecuting Falun Gong practitioners violated the law, they used the excuse that they were “just following instructions” to excuse their crimes. Article 54 in Chapter 9 of the “Civil Servants' Act” states: Civil servants should shoulder the attendant responsibilities in accordance with the law when implementing decisions or instructions that obviously violate the law.” Therefore, the police who commit crimes that relate to the persecution of Falun Gong practitioners that involve police brutality will face justice.

Falun Gong practitioners have not violated the law or committed crimes, so for the police to ransack their homes and confiscate their personal property is pure robbery. According to Article 245 of the Criminal Code: Ransacking, whether or not there is a search warrant, is illegal, and the invasion of a personal dwelling or house is a crime. When violence is used to coerce and rob practitioners of their personal belongings or items in their home, that is a violation of article 263 of the Criminal Code and constitutes the crime of robbery.
