Falun Gong practitioner Ms. Li Li from Cangzhou City, Hebei Province found a little black box under her car’s chassis on December 9th, 2013. The box was about 8cm × 8cm × 2cm.
The box had a red light and a green light that blinked on and off. On top was a magnet. After asking around, Ms. Li learned that it was a "locator," a tracking device.
Ms. Li realized that she was being tracked but she did not know what to do with the box. She just removed it from the car and put it in the basement next to her parking place.
Officers must have not realized that the box had been removed until December 10th, 2013, when Ms. Li’s husband, who did not know about it, drove the car.
Mr. Li’s home was ransacked at noon on December 11th, by eight officers including Tang Guoli and Li Yi from the Domestic Security Division of the Yunhe Police Department. Ms. Li asked Tang why they had installed the tracking device on her car.
Tang denied it at first but asked Ms. Li what happened to it when officers could not find it. She said that she had thrown it away. They then asked where it was and said that they would look for it.
They finally found it in the basement and said, “We found it. We can leave for lunch!” On their way out, one of them told Ms. Li that the Cangzhou City Police Department had ordered them to install the locator on her car.
They also confiscated some Falun Gong books, a computer, a printer, two boxes of paper, and some DVDs.
