Wang Tianyi, from the Economic Trade Committee in Chuanhui District of Zhoukou City, Henan Province, is one of the key persons in charge of persecuting Falun Gong. Around December 13, 2003, he went to Practitioner Zhang Siying's home to give him 100 Yuan to bribe him not to practise Falun Gong anymore. Mr. Zhang turned down his unreasonable and unethical offer and explained the facts to Wang Tianyi about the persecution he suffered at the hands of policeman Huang Jinqi. Failing to achieve his goal to get Zhang to stop practising Falun Gong, Wang Tianyi publicly claimed, "Zhang Siying has a mental problem. He wouldn't accept the money I gave to him but insisted on practising Falun Gong. Doesn't this show that he has a mental problem?"
Based on the results of their first meeting, the following day, Wang Tianyi led several men to abduct Mr. Zhang and put him in the Zhoukou Psychiatric Hospital to persecute him further. Several days later Mr. Zhang's mother, who is more than 70 years old, finally located the hospital with great difficulty. Mr. Zhang said to his mother, "They tied up my hands and feet, and injected some drug in the top of my head. After the injection, I was not aware of anything." His mother went to tell the doctor that her son did not have any problem or history of mental illness. She asked the doctor to tell her what drug they injected her son with. The doctor replied, "Something to clear up his mind. Once his mind is clear, everything will be fine."
Because he will not renounce his belief in Falun Dafa, Zhang Siying had been illegally detained at the Zhoukou Detention Centre for 3 years until the end of September 2003. He has also been brutally persecuted by policeman Huang Jinqi, causing him to have problems urinating.
