Falun Dafa practitioner Mr. Li Wensheng and his father Mr. Li Hai from Zhucheng City, Shandong Province, were both tortured by Wang Xinjun, secretary of the Politics and Law Committee, Li Fengchun, director of the police station, Zhao Xinjun, section head of the police substation; someone known only as Zhu (last name); and Guo Fangming, secretary of the village. Li Hai died on December 23, 2002, as a result of the torture he received.
Now, we will expose the facts of the crimes committed by the authorities in Haogezhuang Town.
These officials had already monitored and harassed Li Wensheng prior to July 20, 1999 [date that Falun Gong was banned in China, although it had been supported by the Government for many years previously]. After July 20, as Jiang Zemin issued the secret order to "ruin [Falun Gong practitioners'] their reputations, bankrupt them financially and destroy them physically," the authorities became even more unrestrained.
On July 20, 1999, Li Wensheng wanted to go to Beijing to explain the facts about Falun Gong to the government, but someone reported him. On July 21, the authorities arrested him in Weifang City and brought him Haogezhuang Town. More than a dozen people monitored him, not allowing him to sleep for several days and nights in a row; forcing him to stand under the burning summer sun for prolonged periods and forcing Li Wensheng to hold a position of a military parade step. To hold this position Li was required to keep one foot on the ground and lift the other foot forward at a 45-degree angle. Then a brick was placed on his lifted foot's toes and he had to endure while standing in this pose for extended periods. If he lowered his foot, the guards watching him would beat him. Once he could not hold the pose and lowered his foot. Policeman Wang Hua then used the brick to smash his foot violently and beat his legs with a wooden club. His toes were injured and bleeding, and his foot swelled up. Walking after that was extremely painful for him.
On December 22, 1999, Li Wensheng travelled to the town government to explain the facts about Falun Gong directly to the people there. The next morning , policemen Li Fengchun, Wang Hua and Zhou Jianbo dragged Li Wensheng by the hair from his home and took him to the police station without any proper legal procedure. Inside the vehicle, policeman Li Fengchun cursed him and at the same time struck his face with the car brush. Once at the station, the policemen forced him to remove his clothes and then blindfolded him. He was forced to the ground and 4 or 5 policemen stood on his arms and legs to keep him down. Policeman Li Fengchun used two electric batons to shock him for a long time. The policeman shocked his back, neck, and head. After he finished, policeman Li Fengchun poured cold water onto Li Wensheng's neck to revive him and cuffed his hands onto the cement pole in the yard. Li Wensheng only wore thin underclothes and was forced to remain outside in the freezing cold for 5-6 hours until the sun came up.
On December 24, these policemen shocked Li Wensheng using electric batons again and beat him up using rubber clubs. In the afternoon, the policemen forced him to run laps in the courtyard of the police station. Because the policemen had beaten his feet and legs, it was already very difficult for him to walk, but policeman Wei Lihua used the rubber club to beat him in order to make him run faster. The beating he received resulted in painful bruises all over his body.
In the summer of 2000, policemen Li Fengchun and Zhou Jianbo brought Li Wensheng to the police station again because he declared to the town government officials that he would not renounce his belief and would continue to practise Falun Gong. The policemen forced him to take off his shirt and pants, leaving him with only his underwear. With 4 or 5 policemen standing on his arms and legs to keep him down, Li Fengchun and Wei Lihua shocked him with the electric batons for a long time. After being tortured in this manner, Wei Lihua, Zhang Chongguang, Zhou Jianbo, Zheng Deming and other policemen took turns beating him for more than one hour, causing his body to turn a livid purple colour.
They detained Li Wensheng in Xiaozhuanggou Village for more than ten days. During this time, Li Wensheng was controlled and followed by the policemen. He was forced to walk many miles to the police station wearing handcuffs . He had to keep moving in 30 C temperatures and was not allowed to rest. Sometimes he was forced to stand with his hands cuffed to the steam heating pipes in the on-duty room of the police station. One day at noon, policemen Zhang Tonguing and Weir Lihue took turns beating him, and they did not stop until Li Washing began to vomit blood. Another day, Zhu and policeman Zhen Deming threw a bucket of water into the room where he was detained, forced him to stand facing the wall and took turns beating him. There were several nights when Guo Fangming, secretary of the village, cuffed him to the bed and did not allow him to sleep. One night, Guo Fangming and Guo Fangxue cuffed him to a tree. Then they stripped off his shirt and unbuttoned his pants so the swarms of mosquitoes could bite him. They also forced him to give them grain and cattle from his farm.
After that, Li Wensheng was moved to the compound of the Dechuan Brigade for more than ten days and supervised by their policeman. During the daytime, he wore handcuffs and was forced to walk many miles to the police station to work. At noontime he was forced to stand still. Policeman Wei Lihua often beat and shocked him using electric batons. At night, he was cuffed to the wall or a chair at the entrance of the on-duty room. Sometimes, he was cuffed to the ground outside the entrance to the toilet. The policeman on duty declared, "The town officials demand that we only use violence."
During the time Li Wensheng was detained, his father Li Hai was often abused, intimidated and threatened by Wang Xinjun, Zhu, Guo Fangxue, Guo Fangming, policemen Li Fengchun, Wei Lihua, Zhou Jianbo, and others. Li Wensheng's father had his legs seriously injured when he was hit by a carriage while travelling to bring food to Li Wensheng, but the police still did not let him alone. Later, the police illegally extorted 1,400 yuan [500 yuan is the average monthly income for an urban worker in China] from his family and took possession of the certificate of ownership for his house as security before they released his son.
After one month of detention, he was sentenced to 3 years of forced labour and was detained in Changle Forced Labour Camp in Weifang City. He suffered much persecution in the forced labour camp, which is detailed below.
He was tortured by having high pressure freezing cold water sprayed onto him in the cold winter. Then the prisoners forced him to lie on the ground, and then lifted his shirt and took off his pants so that his back and upper legs were exposed. Several prisoners stood on his arms and legs to keep him down. Zhang Jintao used a leather whip and beat him viciously from his lower back to his lower legs until the skin was lacerated and bleeding. After the beating, they forced him to go to toilet, take off his clothes, and take a cold shower. At that time the forced labour camp was processing garlic, so the prisoners took water from the vat that was used to soak garlic and poured it over his head and used water hoses to spray water into his mouth and nose.
In a room of the No.2 Subdivision of No.2 Brigade, these prisoners took turns beating Li Wensheng up. Most of them grabbed his shoulders and jammed their knees into his chest. They beat him until he was half dead and almost suffocated. At that time, he could not even speak clearly and when he used the toilet, his stool and urine had blood in it. After this beating he felt extreme pain all over his body.
At night when the prisoners went to sleep, they forced Li Wensheng to sleep in the upper berth of the bunk. Due to his injuries, he could not climb up. The prisoners then beat his lower back and hips with a small chair until he climbed up. The resulting cuts on his hips bled for a long time.
While Li Wensheng was being cruelly persecuted by the police, his father Li Hai also suffered both mentally and physically.
Under the orders of Wang Xinjun from Haoge Town, policemen Li Fengchun, Wang Hua, Zhang Chongguang, Wei Lihua, Zhao (section head of the police substation), Guo Fangming from Jixiaozhuanggou Village and Guo Fangxue tried to force Li Hai to renounce his belief in Falun Gong. On July 22, 1999, they arrested him and took him to Jiaojiazhuangzi Village. There they viciously beat, abused and physically punished him. They also forced him to criticize himself and defame Falun Dafa on TV. This devastated him both physically and mentally.
In the summer of 2000, because his son Li Wensheng went to the town government to clarify the truth and was detained for more than 40 days, he had to travel back and forth for dozens of miles every day to bring food to his son. At the same time he had to do his farm work. During that time, the authorities also threatened and abused him. Because he was greatly hurt both physically and mentally and was too exhausted to pay attention, he was hit by a carriage while traveling to bring food to his son. His legs were seriously injured; his knees bled and he could not walk for more than ten days. Even so, the authorities still did not leave him alone. Wang Xinjun had Zhu, Guo Fangxue and Guo Fangming forced him to give them money for the release of his son. To do this he had borrow money from everywhere. With the help of kindhearted people, he scraped together 1,400 yuan.
In October 2000, his son and his wife went to Beijing to appeal and both of them were detained. Wang Xinjun and others persecuted Wang Hai even more unscrupulously. Zhao, Zhu, Guo Fangxue, Guo Fangming and others went to his home every day to ask for money, threatening and abusing him to pay it. Sometimes, they took him to the police station to abuse and beat him. They also sent people specifically to watch him, follow him, and also try to drive him away from his home. The authorities stole all of his yearly income; a total of about 4,000 yuan. After his son had been home for a while, Wang Xinjun and others detained his son again for more than 40 days. He then had to bring food to his son again.
Under such cruel persecution, Li Hai often became disoriented and even wanted to commit suicide. But the authorities still would not let him alone. One time, under orders from Guo Fangming and Guo Fangxue, policeman Li Fengchun used an iron pot to hit his head very hard. After this, Li Hai became even more absentminded and was unable take good care of himself. He had no strength to work and was scared when he saw policeman or police vehicles. His legs atrophied, and his health got worse. A bump often appeared on the injured part of his legs that was more than 20-cm long. He felt excruciating pain in his upper body and he would occasionally spit up blood. Sometimes the pain was so great that he would fall to the ground, unable to get up. He died on December 23, 2002 after two extremely painful years of trying to endure the persecution.
