Zhao Zhenguo, the Chief of Police at the Coal Mine Plant on Shulan Street, Shulan City, Jilin Province, has taken an active role in persecuting Falun Dafa (Falun Gong) practitioners.
During the National People's Congress and the National Political Consultative Conference, Zhao Zhenguo illegally detained four Dafa practitioners who were more than 60 years of age, as well as two other female Dafa practitioners, in the name of "maintaining public security." He then extorted 3,800 yuan each from two of the six practitioners [the average monthly income of a Chinese worker is about 500 yuan].
Ever since the persecution began on July 20, 1999, Zhao Zhenguo has closely followed Jiang Zemin's gang in persecuting Falun Gong practitioners. His methods are various, including illegal seizure of property (including homes), illegal detention, forced labour "re-education," and extortion of large sums of money in the form of "fines."
In 2002, before the 16th National Party Congress, policemen abducted six Dafa practitioners under the direction of Zhao Zhenguo. Four of those detained were elderly men of more than 60 years old. They were held in the Shulan City Detention Centre for 15 days and each of their families were forced to pay 5,000 yuan in cash to the police station. Among them, Dafa practitioner Wang Wenfan, the former headmaster of a middle school, was placed under house arrest several times and was fined 3,000 yuan in cash. Mr. Wang's son's stock was also stolen by the police.
Zhao Zhenguo persecuted Dafa practitioner Ms. Wang Pengying even more cruelly. Wang Pengying's husband had died from an accident at work and she was leading a difficult life, supporting herself and her young son. Zhao Zhenguo knew that she was too poor to extort money from her, so he targeted her elder sister by calling her sister on the telephone and telling her to deliver him 500 yuan as the condition for releasing Wang Pengying. However, when Ms. Wang's sister gave him the money, Zhao Zhenguo demanded 1,000 yuan more. After Wang Pengying's sister collected the additional 1,000 yuan by borrowing the money with great difficulty, Zhao Zhenguo then demanded another 1,500 yuan. In the end, Wang Pengying was sent to the Heizuizi Forced Labour Camp in Changchun City by policeman Li Hai because she could not afford to pay the so-called fines. She was held there for 13 months while her child, who had just finished elementary school, was left alone at home without anybody to care for him. When Wang Pengying returned home, her child was very ill. He was severely malnourished, and was on the verge of death.
