On November 5, 2003, Li Yinglin, a Falun Gong practitioner and an employee of the Sifang Rolling Stock Plant under the Ministry of Railways, went to Beijing to appeal regarding the persecution of Falun Dafa. When he was sent home on November 14, his whole body looked deformed from the beatings he received. While he was in the hospital for several days, he was vomiting and discharging blood. He sustained internal injuries from the beating, all of his toenails were broken off, a square piece of flesh was cut out of his left heel, his whole back was purple, and other areas of his body were covered in blue and purple patches. Li Yinglin finally died as a result of the severe injuries. His family members wanted to find the murderer who beat him so badly, but the related departments just shifted responsibility. The family members have nowhere to bring their complaints. The following is the account given by Ji Yueying, Li Yinglin's wife.

My name is Ji Yueying and I am 57 years old. I live in Qingdao city, Shandong province. I began to practise Falun Dafa in 1997. My husband Li Yinglin was an employee of the Sifang Rolling Stock Plant of the Ministry of Railways (SRSP). He began to practise Falun Dafa in 1998. It was Falun Dafa that brought us good health, purified our hearts, and made us understand the meaning of life. It was Falun Dafa that changed our lives for the better. In July 1999, however, Jiang Zemin launched a persecution of Falun Dafa out of his own paranoia, persecuting people who want to be good based on "Truthfulness-Compassion-Tolerance," and thus causing trouble for the whole country. We felt really bad about it. Whenever my husband heard or saw that someone who practised "Truthfulness-Compassion-Tolerance" had been persecuted to death, he would be sad and in tears. To keep anyone else from being deceived and to end this disaster, Li Yinglin decided to clarify the truth to the government, exercising his rights guaranteed to him by the Chinese Constitution. He went to Beijing alone on November 5, 2003.
On November 9, Director Liu of the reception section of the SRSP came to my home and said, "The Liyuan Police Station in Beijing Tongzhou district phoned the Badaxia Police Station at about 10:00 p.m. on November 7, and said that Li Yinglin is in Beijing." At 9:00 a.m. on November 13, Director Liu from the SRSP called and told me, "Someone has to go to Beijing to pick up Li Yinglin. You don't need to go since you are elderly. Have your daughter go. You have to pay for your own plane ticket." At about 10:00 a.m., he called again and said, "It is too late. Family members do not need to go now."
Director Liu of the SRSP and Dai Quanguo, head of the Huayanglu office, drove Li Yinglin home at 9:00 a.m. on November 14. He had been severely beaten. I almost could not recognize him. His eyes were motionless, his legs were swollen, and he could not walk. He needed assistance to come into our home. His mouth had been shocked by an electric baton to the point of turning black. He could not talk, nor could he eat. At that time, Director Liu took out an invoice for 400 yuan [500 Yuan is the average monthly income for an urban worker in China] and a railway ticket, and asked me pay for them. The note on the invoice said it was medical expenses paid by Yang Jinde from the Beijing liaison office on behalf of Li Yinglin, and showed the official seal and signature of the Guo County Police Station in Tongzhou district, Beijing. I immediately sent my husband to the No.7 People's Hospital. He lost consciousness that night. Over the course of several days in the hospital, he kept on vomiting and discharging blood due to his internal injuries as a result of beatings. All of his toenails were broken off, a piece of flesh in a square shape was cut out of his left heel, his back was all purple, and other areas of his body were full of blue and purple patches. One doctor said, "How could they beat a person to such an extent?" On November 15, my husband tried very hard and said off and on, "The bad people in Beijing beat me severely. I lost consciousness twice, but I do not know how long it lasted." A police officer from the Huayanglu Police Station even threatened my husband when he was in such a state, "He practises Falun Gong. He has a beating coming."
By 10:00 a.m. on November 16, my husband's condition deteriorated further. After he was transferred to the emergency room of the city hospital, his blood pressure could no longer be measured. He kept coughing a lot, with blood coming out from his mouth. Director Sun from the emergency section initiated an emergency procedure for him and had a CAT scan done. He concluded that my husband's liver was swollen, his intestines were damaged, and there were severe external injuries from the beating. Li Yinglin lost a lot of blood. On the evening of November 16, 600 cc's of red blood cells were transfused into his body. On November 20, 2003, Li Yinglin finally left us.
I requested that the related personnel tell me who the murderer was and to have the medical examiner take a look at my husband's body. After taking 1,800 yuan from me as the fee for giving an autopsy, the doctor took out his gallbladder and said, "The gallbladder is so small and has reached such a state that this person must have been severely beaten." One of the policemen present stared at the doctor briefly and then looked at my son, hinting that the doctor should stop talking. The autopsy showed that other internal organs of his were also severely damaged.
Beginning on November 17, I started contacting the relevant parties for resolving this matter. The responsibility was shifted among the SRSP, the Huayanglu Police Station, the Huayanglu neighbourhood office, the northern branch of the city police department, and others. The local parties said, "It was Beijing that beat the person." Yet Beijing said, "The person was fine when he was handed over to the local people. We did not beat him." The SRSP responded, "When our bosses told us to pick up some person, we just paid attention to picking the person up. We didn't care what the person was like." Since then, not a single government office has contacted us back. On February 19, 2004, three months after my husband died, I called the medical examiner again in the northern criminal police section for the autopsy results. The medical examiner told me to pick up the result at the Huayanglu Police Station. On February 20, I went to the Huayanglu Police Station and saw a piece of paper with these words on it, "Lobar pneumonia, blood in the mouth as a result of lung bleeding, swollen liver, and bruises and external injuries caused by strikes." Nothing else was presented to us. In addition, the police encouraged my husband's sisters to take the belongings and house owned by my husband. When I asked them why they did this, they told me self-righteously, "It was the police who asked us to do this." I went to the northern branch of the city's police station again to report to them what happened. Their response was the same as that of the local police station, saying, "[It can't be counted as stealing since] whoever lives in the house is the same. His personal belongings belong to the person who takes them. It doesn't matter since they are his sisters. You can go and take the belongings too, if you can get them back." I, as a Falun Dafa practitioner, understand that all this was not only persecution of my husband and me, but also a part of the persecution against Falun Dafa and against all Falun Dafa practitioners who want to be good people based on "Truthfulness-Compassion-Tolerance." All of these were caused by Jiang Zemin's orders to "destroy their reputations, bankrupt them financially and annihilate them physically," and "consider it suicide if they are beaten to death."
At present, in China, millions of practitioners are being persecuted and even killed by Jiang's regime. Even our basic rights are being deprived. This is the so-called, "best period for human rights in China." What crime is being committed when Falun Gong practitioners want to be good people by following "Truthfulness-Compassion-Tolerance"? What crime is being committed when citizens peacefully appeal to the authorities as guaranteed by the Chinese Constitution?
I sincerely hope the United Nations, relevant international organizations, and people of conscience will investigate the facts surrounding the murder of my husband--who merely wanted to peacefully appeal--severely punish the killers, return justice to us, and help end this cruel persecution of Falun Dafa that has lasted for nearly five years.
