Jiang Zemin's head political butler and most trusted minion Zeng Qinghong did everything possible to please Jiang Zemin in order to become a member of the Politburo's Standing Committee and gain more power. He played a large role in the planning and executing the persecution against Falun Gong in order to advance his political career. He became a main accomplice for Jiang's persecution of Falun Gong.
In the evening of June 28, 2004, during Zeng Qinghong's visit in South Africa, Falun Gong practitioners from Australia were shot at on their way to the Presidential Guest House in Pretoria, the capital of South Africa, to hold a peaceful appeal. David Liang was shot, the only one of the practitioners who wore clothing bearing the words "Falun Dafa." The bullets shattered the bones in his right foot. This is the most severe case of persecution against Falun Gong practitioners outside China in the five year history of the persecution. The victims believe that this was a deliberate assassination attempt by hired gunmen. This terrorist action is another crime that Jiang's regime, which includes Zeng Qinghong, has committed against Falun Gong.
Zeng Qinghong was one of the first to support Jiang Zemin in persecuting Falun Gong
Zeng Qinghong and Luo Gan were among the first high level authorities to support Jiang Zemin in persecuting Falun Gong. They used the persecution of Falun Gong to eliminate their political opponents and gain political capital to reach their political goals. Out of his personal jealousy and lust for power, Jiang Zemin, in cahoots with Zeng Qinghong, Luo Gan and a few other top level Party members with grand political ambitions, secretly schemed to annihilate Falun Gong, trampling the constitution of China along the way. On July 20, 1999, Jiang Zemin started the persecution of Falun Gong.
Without going through discussion in the National People's Congress, public investigations, trials or determinations from the Supreme Court and the Supreme Prosecutor, Jiang Zemin abruptly began the persecution of Falun Gong. The majority of high Party officials didn't agree the persecution. On July 23, 1999, the CCP Central Committee Organization Department, led by Zeng Qinghong, publicly supported Jiang and the persecution, created fanfare for what was to come, and cleared the way in the CCP organization for the persecution.
In the early stage of the persecution, Zeng Qinghong said that the struggle against Falun Gong was an important test for the Party, thus he incited Party and government officials who didn't know the facts to hate Falun Gong, and made up theories and excuses to justify the persecution in order to manoeuvre the entire CCP and Chinese government's strength to persecute Falun Gong and thus to turn the government into machinery for persecuting people.
Over the past few years, the persecution has grown increasingly distasteful. Jiang Zemin is now extremely isolated because he does not want to end the persecution, but it is hard to persist. Only a few people, including Zeng Qinghong and Luo Gan, who are currently members of the Politburo's Standing Committee, still support Jiang Zemin.
Using his authority to call for escalation of the persecution
During the time he was an "alternate" member of the Politburo, Secretary of the Secretariat of the CCP Central Committee, and head of the CCP Organization Department, Zeng Qinghong used his authority to slander and attack Falun Gong at numerous organizational meetings held by the CCP Organization Department. He called for more severe actions against Falun Gong and demanded Organization Departments and Party Committees on all levels to "actively and voluntarily participate in this serious political struggle."
At a national 2000 conference for all organization department heads, Zeng Qinghong again slandered and attacked Falun Gong.
Because Zeng Qinghong controlled the CCP Organization Department, a unit with solid political power in the Party, he played a substantive role to drive Party and government officials to participate in the persecution.
On April 20, 2001, at a national conference on "thought-study-education" for people from the countryside held in Beijing, Zeng Qinghong flattered Jiang Zemin's "Three Represents" political theory, and he again called for and required the people in countryside to suppress Falun Gong.
Personally plotting and organizing "Number 3 Storm Mission" to arrest Falun Gong practitioners
Zeng Qinghong personally plotted and organized actions to arrest Falun Gong practitioners, one of the actions known to public is that before the October 1st National Day in 2001, Zeng Qinghong and Luo Gan personally plotted and organized the "Number 3 Storm Mission" and arrested many practitioners.
The "Number 3 Storm Mission" had a special assignment, as follows: The state government sent many computer and Internet specialists to each province and city to destroy access to Minghui Net. Police and temporarily employed young men kept the main public places and residential areas and streets under 24-hour surveillance. Some practitioners were detained and some even were taken away from their homes in the middle of the night.
Personally monitoring and promoting persecution
Zeng Qinghong is not only Jiang Zemin's strategist; he also went to local governments to personally direct the persecution.
For example, between January 17 and 23, 2001, Zeng Qinghong and Luo Gan went to Hunan Province persecuting Falun Gong. Luo Gan went to Hengyang City and Zeng Qinghong went to Changsha City (capital of Hunan Province) in order to organize the persecution against Falun Gong practitioners. During these six days, mass arrests were carried out in Changsha City and Hengyang City. The number of arrested practitioners in Changsha City was unknown, but over 1600 practitioners were arrested in Hengyang City alone. The methods used to arrest the practitioners included: deceiving practitioners into going to the police station for a 'talk' or having policemen pretend to become friends with practitioners. Policemen would order practitioners to write repentance letters or otherwise detain them. Some practitioners had their houses surrounded by police and were taken away by force. Some were arrested through a wanted warranty. Those detained were sentenced to forced labour camps in batches. Many are now detained in Changsha City Pingtang Forced Labour Prison, Xinkaipu Forced Labour Camp, Zhuzhou City Baimalong Forced Labour Camp, Yuyang City Forced Labour Farm.
The Hefei City government in Anhui Province originally planned to hold the brainwashing classes at all districts in the city beginning from April 25, 2001, but the plan was aborted due to resistance from Falun Gong practitioners. In late April 2001, Zeng Qinghong went to Hefei City. Under his instigation, on April 29 and April 30, local government authorities behaved almost insanely as they went all-out to arrest Falun Gong practitioners. They deceived practitioners, broke into their homes and smashed down doors, abducting many practitioners.
Escalating the persecution using the "Tiananmen Self-immolation" Incident
Jiang Zemin, Zeng Qinghong, and Luo Gan's gang staged the "Tiananmen Self-immolation" in the afternoon of January 23, 2001 and shifted blame to Falun Gong, an incident which shocked the world. This was the greatest lie Jiang's regime has come up with used to deceive the public and incite hatred against Falun Gong, and to justify and intensify the persecution. The International Education Development (IED) office made an official statement at the United Nations on August 14, 2001: "...The regime points to a supposed self-immolation incident in Tiananmen Square on January 23, 2001 as proof to slander Falun Gong. However, we have obtained a video of that incident that in our view proves that this event was staged by the government." IED also made copies of the video available to the public free of charge. In November 2001, the movie "False Fire," which analyzes the 2001 Tiananmen Square "self-immolation" incident, won the 51st Columbus International Movie Festival Award. A slow-motion analysis of the video made by CCTV reveals that the incident was full of flaws, Liu Chunlin, one of the self-immolators was hit over the head by someone standing behind her and was killed on the spot, and all of the self-immolators were later proved to be non-Falun Gong practitioners.
From January 27, 2001 to February 1, 2001, Zeng Qinghong used the "self-immolation" incident to slander and attack Falun Gong during his visit in Jiangsu Province and Hunan Province. He also ordered the local governments to take the persecution "as an extremely important assignment, do quickly and well."
Overriding the law and retaliating against plaintiffs
On August 29, 2000, two Falun Gong practitioners, Zhu Keming and Wang Jie, filed a lawsuit with the Supreme People's Prosecutor, charging CCP general Secretary Jiang Zemin, CCP Organization Department Head Zeng Qinghong and CCP Political and Law Committee Secretary Luo Gan with illegal persecution of Falun Gong. In the evening of September 7, 2000, the two practitioners were arrested by police in Beijing at the same time.
Zeng Qinghong should be brought to justice at once
Zeng Qinghong had always given counsel to and praised Jiang to gain his favour. He helped Jiang eliminate his political opponents to gain his political capital. He has a terrible reputation among the CCP and people in China.
Many people have now learned the truth about Falun Gong, and Jiang's group was isolated and has lost favour with more and more people. The call for bringing Jiang's group to justice is growing louder by the minute, inside and outside of China. Jiang Zemin, Zeng Qinghong, Li Lanqing, Luo Gan, Bo Xilai and other perpetrators are personally responsible for persecuting Falun Gong and have been served with lawsuits abroad. As one of Jiang's main accomplices for the persecution of Falun Gong, Zeng Qinghong personally participated in from the early-stage secret planning, organizing, calling for and executing the persecution to slandering and persecuting Falun Gong. His hands fully stained with Falun Gong practitioners' blood, he is guilty of the most heinous crime and should be brought to justice at once, along with Jiang Zemin, Luo Gan, Liu Jing and Zhou Yongkang.
