Facts About the Unlawful Detention, Brutal Beatings and Extortion of Dafa Practitioners in Heilongjiang Province

Shuangcheng City, Heilongjiang Province
Fu Binbin, female, 25 years old, was forced out of work in May 1998. Her salary was withheld for one month by Zhang Guorong and Zhao Yihua from the Township of Lequn in Shuangcheng City. In 1999, her mother was illegally detained for practising Falun Gong, and the authorities extorted her for 3,000 Yuan. (Yuan is the Chinese currency; the average monthly salary of an urban worker is 500 Yuan.)

Zhang Baihua, female, 32, went to Beijing in 2000 to appeal according for her constitutional right to do so. For this, police of Dagang District in Yanqing City arrested and viciously beat her, and sent her to the No. 2 Detention Centre in Shuangcheng City for 17 days. During detention she was extorted 360 Yuan by Wang Jianwen for food. She was then detained for another two days at a commune and extorted 60 Yuan for food expenses. Later, Zhang Baihua was transferred to the No. 2 Detention Centre in the City of Shuangcheng for 65 days of detention. She protested by going on a hunger strike. She was force-fed so viciously that her stomach was damaged and she vomited blood for 3 days. Before being released, the police forced her to pay 800 Yuan for food expenses, and another 3,200 Yuan was extorted from her by Bai Mingjiu of the Township Police Station. During her detention, the commune officials said that they would send her to a labour camp. Policeman Bai Mingjiu and Na Erxin, the Party Branch Secretary of Aixiang Village, took advantage of the opportunity by going to her home and extorting her for 2,000 Yuan. Zhang Laosi then extorted her for 1,100 Yuan.

Yan Guixia, female, 39, went to Beijing to validate Falun Dafa on December 18, 2000. She was illegally arrested in Tiananmen Square by the police and sent to the No. 2 Detention Centre in Shuangcheng City. After 15 days in detention, she was released. Na Erxin, Party Branch Secretary of Aixiang Village, extorted her for 2,000 Yuan and an additional 200 Yuan for food. On January 17 of 2001, she was illegally detained for 22 days by the Township government.

Zhao Zhongjun, male, is 45 years old. On January 13, 2001 of the Lunar Calendar, Wang Baoshen, the Party Secretary, violently attacked Zhao and his wife, causing bleeding and injuries to their heads and noses. At a later time, Zhao Zhongjun and his wife were sent to a nursing home for 8 days of detention, after which they were forced to attend brainwashing class. They were then detained for another two months by the village government. After being released, Zhao was put under house arrest and monitored by agents from the village government. His personal freedom was taken away completely.

Cui Limei, female, is 46 years old. Because of the unfair treatment of Falun Gong, she went to Beijing to appeal on December 18, 2000. She was caught, brought back, and put in a detention centre in Shuangcheng City by Policeman Bai Mingjiu and Na Erxin, the Village Party Branch Secretary. She was held there illegally for 15 days and suffered inhumane treatment. On January 15, Na Erxin extorted Cui's family for 200 Yuan for her food. Later, she was kept in detention as an excuse for her attending a brainwashing class. She protested the illegal detention with a hunger strike and was released after 9 days. On January 12, Na Erxin extorted her for 2,000 Yuan. When she didn't have the money, he used scare tactics on her. On January 17, she was arrested again when the township government pretended to summon her for a "talk," but instead sent her to the detention centre for 75 days. There, the staff often verbally abused her. Cui Limei began a hunger strike to protest and was persecuted even more severely. On April 2, the 610 Office extorted her for 500 Yuan, and the detention centre extorted her for another 720 Yuan.

Gao Shuqin, female, is 45 years old. She went to Beijing to appeal on December 24, 2000. When she unfurled a banner in Tiananmen Square, a policeman slapped her face twice and muffled her mouth with his hand. She was then sent to a nearby police station. Town Vice Secretary Li Fuchen, Education Director Zhao Jingwen, Wujia Township Mayor Li Guilan, and Education Treasurer Wang Zhimin all went to Beijing with the excuse of taking her back to her hometown, but actually extorted 3,000 Yuan from her. Gao had another 1,000 Yuan extorted by Fu Shengqi, a government staff member. After taking her back home, she was immediately sent to a detention centre in Shuangcheng City for 2 months. Upon her transfer to the township government, she was extorted 734.80 Yuan by Wang and Huang, both of whom are Shuangcheng City Detention Centre staff members. The Wujia Township government would not let her go home and illegally detained her for one month in a brainwashing class. Upon her release, Secretary Li Fuchen of Wujia Township extorted 500 Yuan from her, and the township government deprived her of the right to work. In July of 2000, she was sent to a brainwashing class and once again extorted for 600 Yuan by Zhao Jingwen and Wang Zhimin. Later she was extorted for 229 Yuan yet again by Wang Huoqi of the Wujia Police Department.

Bai Yingpu went to Beijing to validate Falun Dafa on December 28, 2000 and was arrested. He was repeatedly hit and slapped by the police. He was extorted 200 Yuan after two weeks of detention at the Suangcheng City Detention Centre. The Aixiang Village Chief took away the 46 Yuan that Bai was carrying by force. Bai was again detained at the commune for 3 days before being released.

Ma Yuzhi, female, is 45 years old. After Jiang Zemin's gang began the persecution of Falun Gong on July 22 of 1999, Wang Baoshen, the village branch Party Secretary at the time, and Bian Long, the Director of Security at the time, tried to force her to sign the so-called "statement of guarantee." Later, the local officials monitored her to prevent her from finding a job. In the evening of January 13, 2001, of the Lunar Calendar, only because some practitioners left for Beijing, the village cadres and policemen broke into Ma Yuzhi's house and beat her. Wang Baoshen hit her on the head with extreme force, causing her nose and mouth to bleed severely. They beat her on the head 4 times and then sent her to a nursing home. After 8 days of illegal detention at the nursing home she was detained yet again by the village government until April. After releasing her, village government agents still monitored her constantly.
