Ms. Xu Caitian, 61, was a Falun Dafa practitioner from a village in Jidong County, Heilongjiang Province. She had a serious cerebral hemorrhage before 1995. After she started practising Falun Dafa in 1996, Ms. Xu was healed and became very healthy. After the persecution of Falun Gong began on July 20, 1999, Ms. Xu was arrested six times and sent to a labour camp for a year in 2001. Following that, Xu Caitian was detained five times. When she was out distributing Falun Dafa truth-clarification materials on the night of March 7, 2004, police abducted and incarcerated Ms. Xu in the Jidong County Detention Centre. In October, the authorities kept harassing Ms. Xu at her home. She was forced to leave home in order to avoid further persecution. Xu Caitian passed away on January 5, 2005.
Ms. Liu Yanchen, 43, was a practitioner from Jidong County. After July 20, 1999, she was detained three times for clarifying the truth and had money extorted from her. The repeated persecution caused a former problem with cerebral hemorrhage to return. Ms. Liu Yanchen died in pain on December 24, 2004, leaving a teenaged daughter behind.
According to one report, Liu Guihua, a retired teacher from Yongan Central Elementary School in Jidong County, was tortured to near death in the Heilongjiang Province Women's Prison. Jidong County Police Department personnel refused to release Ms. Liu on bail for medical treatment. Ms. Liu Guihua died in Harbin City Hospital on August 3, 2002.

Xu Gui, the previous Party Committee head from Yongan Town, vigorously persecuted Falun Gong practitioners between July 1999 and 2001. He led policemen from the Yongan Town Police Station and ransacked many Falun Gong practitioners' homes and abducted them. Xu declared, "There is an order from above. We don't need to follow the law when treating you Falun Gong practitioners. No matter how we make you suffer, it is not too much!" He broke up many practitioners' families in over ten villages in Yongan Town and was responsible for many deaths. Many practitioners were arrested and sent to labour camps under his orders.
