Since December 20, 2001, the "610 Office" (an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party as well as all other political and judiciary systems) in Harbin, Heilongjiang Province, has gathered together a lot of policemen, assisted by hired thugs from the streets, to arrest Dafa practitioners over the whole city. They identify practitioners by means of ambushes, stalking, surveillance, wiretapping, and so on. Whenever they suspect someone is a core practitioner, they break into his home to take him away without proper legal procedures and seize his belongings. Recently, many practitioners have been arrested, and nobody knows their whereabouts.
According to some information disclosed from the police, the "610 Office" in Harbin has issued an order to arrest 500 practitioners around the 2002 New Year holiday. To satisfy this quota, police are arresting, interrogating, torturing, sentencing, and locking up practitioners. Furthermore, they are doing all of these things secretly. To free space for the newly arrested practitioners, police are furtively transferring the previously detained practitioners to labour camps without any legal procedures. Therefore, their families don't know their whereabouts or even if they are still alive. The "610" officers and police say, "It can never be overdone, no matter how severely you persecute Falun Gong practitioners. We can let those arsonists and murders go, but not practitioners." The "610" officers of Harbin are truly terrorizing the whole city now.
During the New Year season, the "610 Office" (an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party as well as all other political and judiciary systems) colluded with the public security bureau and kidnapped 10 practitioners. On the evening of December 28, 2001, practitioner Xu Xianlian (female) of No. 597 State Farm was cooking at home. The police called her and deceived her into going to their office. They immediately sent her to the forced labour camp and sentenced her to two years imprisonment.
