Railway transport appears to be the best choice for the general public in China travelling long distances. Due to geographic reasons, Falun Dafa practitioners from southern provinces such as Hainan, Guangxi, and Guangdong like to use express trains when appealing for justice in Beijing.
Under the instructions given by the"610" Office (an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems), all railway stations have received notices to look out for people going to Beijing by rail, specifically Falun Gong practitioners. If any Falun Dafa practitioners are found boarding a train, a report is sent back immediately to the "610" Office, which in turn will forward through its electronic system the practitioners' IDs, photos and any details to the train inspectors and every police station along the route to help intercept them. The K5 Express from Nanning to Beijing is the most typical. Inspectors and railway officers take advantage of the normal routine checks for "prohibited articles" to search and detain passengers who carry Falun Dafa materials. At present, there is no formal record of the exact number of practitioners being arrested or having been persecuted this way.
Liuzhou Railway Authority has its own set of rules and regulations, which seem to offer great convenience to the "610" Office when dealing with Falun Dafa practitioners. From our records, at least 10 family members of employees have been arrested and sent to forced labour camps, and 8 of them were sentenced to long-term imprisonment. We do not have a more accurate record as the "610" Office is keeping everything in high confidentiality. Many practitioners, who were forced to resign from their employment with the authority for practicing Falun Dafa, were later being tracked and persecuted even after they had left the service.
To step up their programme of forcing practitioners to give up practicing, the "610" Office conducted two brainwashing classes, one in March and the other in September 2001, in each of the cities, Nanning and Guilin. The Railway Authority assigned two men to supervise every Falun Dafa practitioner under detention. The practitioners were not allowed to make telephone calls, not allowed to go out alone or talk amongst themselves. Every day they were compelled to go through long sessions of reading or watching videotapes defaming Falun Dafa, after which they were compelled to sign statements denouncing the practice of Falun Gong.
Zhou Heping, the head of the Railway Authority and also a member of the "610" operation, was nominated to represent the department in a "Leadership Conference" held in Beijing because of his "achievement" in persecuting Falun Gong. Liuzhou Rail Authority was also given the honour of an "Advanced Unit" at the conference.
