The words would most likely have been painted by a Falun Gong practitioner as a way of appealing against the persecution and letting the people know the facts.

The words, "Falun Dafa is good" are painted on the wall of this family's house, which the evil persecutors then painted over with slaked lime. After a heavy spring shower, the characters reappeared.
Recently, this family repaired the house and took down the wall, but they saved the section that has "Falun Dafa is good." When people asked the owner about it, they said, "The meaning is very good so why ruin it?"
