Party officials followed practitioner Ms. Wen Huiying between the end of 2001 and November 2006. The practitioner lives at the dormitory for the families of workers at the Hutuohe Fertilizer Factory.
Officials ordered Ms. Wen’s workplace to send her to a brainwashing centre in the autumn of 2003 but this never happened. One day in early December 2005, officers from the Gaoying Police Station and Wang Yuefei and Liu Yanpeng from the factory's Security Section went to Wen Huiying’s home. They knocked on her door, but she refused to open. The next day three people from the factory's Security Section—Wang Yufei, Liu Yanpeng and an unnamed woman—again harassed her at her home.
