The Authorities Arrest, Torture, and Cause the Death of Mr. Chu Guilin of Changyi City, Shandong Province

Mr. Chu Guilin was a practitioner in Changyi City of Weifang, Shandong Province. On November 11th, 2005, he was arrested, and his home was searched because he informed people about the wrongful persecution of Falun Gong. In November 2005, he was sent to the 8th division of Wangcun Forced Labour Camp. In November 2006, he was tortured until he became paralysed. He lost all sensation in his upper torso and he required assistance to live. On November 11th, 2006, those responsible for torturing him until he was disabled were afraid of being charged and released him. Six days later, he died. Mr. Chu Guilin was 56 years old.

In November 2005, Chu Guilin was sentenced to forced labour by the Changyi police. He was taken to the 8th division of Wangcun Labour Camp. The director of the 8th division team, Luo Guangrong, was actively involved in "brainwashing" Falun Gong practitioners. All practitioners who were sent to the camp were forcefully brainwashed under Luo's orders. When Chu Guirong was there, Luo Guangrong ordered Fang Xide, Wang Weishao, and Li Conglin to brainwash Mr. Chu. Later, Shen Zhijun, Fu Yongjun, Li Xuesi, Wang Weizhao, and Li Conglin persecuted Mr. Chu for a month.

At the beginning of 2006, Chu Guilin was transferred to the 4th division of Wangcun Forced Labour Camp. He did slave labour carrying concrete sacks. He had to work 10 to 12 hours daily, but he usually was forced to work several hours more. The endless brainwashing and violent torture took a severe toll on his health. In August 2006, he was not able to go to the cafeteria for meals. Others brought him food from the cafeteria. Additionally, he needed help to go to the washroom. To see to his daily needs, Mr. Chu needed others to help him.

In October, Chu Guilin lost feeling in his upper torso and became completely dependent on others to survive. Other practitioners used their free time to help him. Li Deguang, leader of the 4th division team, and Zhao Erfu and Tian Chunhui, who arrested practitioners, reported several times to guard Gao Sheng and director Luo Guangrong that Chu Guilin needed special care. However, instead of arranging for others to care for Chu Guilin, the guards chose to overwork other practitioners to make money.

On November 11th, 2006, Chu Guilin nearly died. The labour camp personnel responsible for what was done to Chu Guilin worried about the medical expenses for his care, so they notified Chu Guilin's family to pick up him. He was taken home, and after six days, he passed away.

The following is information on the 8th division guards:

Luo Guangrong, police guard, 42 years old, the director of the 8th division, has actively pursued the torture of Falun Gong practitioners in this division. He is among those primarily responsible for the torture and death of Chu Guilin. On July 1st, 2007, he was transferred to the 7th division team.

Gao Sheng, guard, 32 years old, leader of the security team, was also involved in the torture of Chu Guilin. When Mr. Chu was in the 4th division, Gao Sheng actively tortured him.

Zheng Wanxin, male, around 40 years old, lead official of the 8th division, was among those primarily responsible for the torture of practitioners.

Wang Baohua, male, 43 years old, sub-team leader of the 8th division team, was actively involved in the torture of practitioners.

Liu Lin, male, around 40 years old, leader of the 8th division security team, was assigned to torture practitioners. Late at night, he brutally tortures practitioners.

Fang Yide, male, was born in 1962. He is a villager in Niujibei of Zhangling Town, Changyi City, Shandong Province. In May 2005, he was arrested and sent to Wangcun Forced Labour Camp. He was transferred and used by the Chinese Communist Party (CCP) to mislead and try to "transform¹" Falun Dafa practitioners. He participated in the brainwashing of Chu Guilin.

Li Xuesi, Linyi City resident, was sent to the labour camp in 2005. He was in the 8th division. After he was "transformed," he was used by the CCP to mislead and "transform" practitioners. He participated in trying to "transform" Chu Guilin. He pretended to be nice to practitioners in order to mislead them. If this failed, he would force practitioners to sit on a stool and face a wall, sometimes for as long as 18 hours a day over one month. In order to assist the guards in torturing practitioners, Li Xuesi reported on practitioners to the guards every day. In October 2006, Li Xuesi wrote a letter to the the Linyi District 610 Office² requesting to continue working at the Linyi City Brainwashing Centre.
