Mr. Lu Jinquan is a Falun Gong practitioner from Shanghai. He was a former group level military officer in the army. After his demobilisation, he was a bureau level officer. He strictly held himself to the requirements of Falun Dafa's principle of "Truthfulness-Compassion-Forbearance" and performed his official duties in an honest manner. He is upright and kind and unanimously regarded as a good officer by his colleagues and fellow leaders.
In 2001, Mr. Lu, his wife, Ms. Geng Jianhua, and his younger sister, Ms. Lu Jinfen, were all taken into custody at the same time and sentenced to two years of forced labour. Ms. Geng Jianhua was handcuffed and hung up by police for 17 hours, disabling one of her hands. She still cannot move it easily to this day. When he returned home after his release from the labour camp, Mr. Lu continued to be unceasingly harassed by the authorities. He was not allowed to return to his original position and was assigned to guard a car park.
Ms. Lu Jinfen's daughter was originally an outstanding student at the Second Women's Municipal High School, possessing both ability and integrity. Because she practised Falun Gong, she was unreasonably denied the opportunity to take the college entrance exam. She is studying in France now, and her passport has expired, but the embassy of the Chinese Communist Party (CCP) will not renew it. Ms. Lu Jinfen has applied many times to visit her daughter in France, but the Shanghai Police Department refuses to issue her a passport.
On September 26th, 2007, Mr. Lu Jinquan accompanied Ms. Geng Jianhua to Shandong Province to visit her mother. On their way to the train station, the couple was seized. Ms. Geng was taken to a brainwashing centre but has since been released. Mr. Lu was put in the detention centre in the Pudong District. There has been no information regarding his situation since then.
At the same time, the police also took Ms. Lu Jinfen and her husband, who is not a practitioner, into custody and ransacked their home. Ms. Lu Jinfen's husband was released after a month, but Ms. Lu was sentenced to two years in a forced labour camp.
