Mr. Wu Wenfeng, a Falun Gong practitioner from the Youhao District, Yichun City, Heilongjiang Province, was arrested at a senior centre by police from the Xinjieji Police Station on June 5th, 2008.
Mr. Wu was employed by Duishan Farm in the Yichun District. He was bitten by a bear in his early years and became blind. He later moved to Shanhaiguan County, Qinhuangdao City, Hebei Province, with his family. He started practising Falun Gong in 1999. Since then, he has striven to become a better person by following the principles of Truthfulness, Compassion and Forbearance.
Since the Chinese Communist Party launched the persecution of Falun Gong in 1999, Mr. Wu has also been persecuted. At about 1:00 a.m. on June 7th, 2003, police from the Shanhaiguan Police Station and the Xiguan Public Security Bureau broke into Mr. Wu's home and arrested him along with other Falun Gong practitioners. The police thoroughly searched their homes and took away a desktop computer, a printer, a tape recorder, tapes and other personal items such as cash. They confiscated 2,000 yuan1 from Mr. Wu. After a policeman found 40 yuan in one of the practitioner's pockets, he quickly pocketed the money. The police took all valuables such as clothes, belts, etc. One police officer saw a bundle of toilet paper and said happily, "Now, I will have enough of it!" The police threatened the landlord and extorted 1,700 yuan from him. They also fined him another 1,000 yuan.
After Mr. Wu was detained in the Xiguan Public Security Bureau, the police hung him up and beat him severely with sticks. As policeman Yang Yong was beating Mr. Wu, he said, "If you don't say anything, I will bury you alive." He beat Mr. Wu severely for 20 minutes. The next morning, the police sent Mr. Wu to the Second Detention Centre, which refused to accept him because of the severe injuries. However, by going through the back door, the police forced the Second Detention Centre to accept Mr. Wu.
After Mr. Wu was detained for 15 days, Yang Yong asked him, "Do you still want to practise Falun Gong?" Because Mr. Wu refused to give up the practice, he was again tortured and detained for another 15 days.
The main participants in the persecution of Mr. Wu include Liu Guansheng, the Deputy Secretary of Shanhaiguan, Zheng Dapeng, the Section Chief of the Shanghaiguan Police Station, and policemen Zhang Deyue, Wang Jianmin, and Wang Jianfeng from the Xiguan Public Security Bureau.
Mr. Wu was released from the Second Detention Centre on July 2nd, 2003. When he was on the way to his home town in Yichun City, he was again arrested on the train by police from the Jiamusi Railroad Branch Police Station. The police searched him and took away 1,000 yuan from him. Even now, the money hasn't been returned to him. Mr. Wu was later sent to the Yonghong Police Station.
After Mr. Wu returned to his home town in Youhao District, Yichun City, he first lived in his younger sister's home and then moved to his younger brother's home. Because Hu Yajun, the director of the police station, and a policeman with the surname Zhang frequently went to harass and intimidate Mr. Wu's brother and sister in their homes, they had no choice but to make him leave. The people who were mainly responsible for the persecution of Mr. Wu also include Au Guochen, Xue Wenqi, and Fu Guozhi from the 610 Office2 of Youhao District.
On September 22nd, 2003, Mr. Wu's younger brother was forced to take his older brother to Duishan Farm. With the collusion of Duishan Farm, the Chaoyang community of the Yichun District, and the 610 Office of Yichun District, Mr. Wu was transferred to Dongsheng elderly people's centre where he was detained and closely monitored. One policeman from the 610 Office told him, "We will lock you up here until you die." Mr. Wu went on hunger strike to protest the persecution. On the fourth day, some Chinese Communist Party (CCP) officials deceived him by saying, "As long as you eat something, your work unit will help you pay for the debts." Later, Mr. Wu found out that not only did his work unit not help him pay for the debt, but they also colluded with the 610 Office of the Yichun District and deactivated his Salary Card at the Agricultural Bank (Mr. Wu used his Salary Card to withdraw his salary). They set up a new account, and by doing this, they controlled Mr. Wu's financial resources. In order to get paid, Mr. Wu had to go to the director of the farm and obtain his signature. On October 13th, Mr. Wu went on a hunger strike for the second time. After 18 days, he became extremely weak. Shortly after that, the CCP officials sent him home.
All of the expenses during the time of Mr. Wu's detention in the elderly people's centre were deducted from his salary.
From March 2004 to March 2006, the 610 Office of the Yichun District stopped giving Mr. Wu his salary. Liu Rengui, the Director of the 610 Office and the Deputy Secretary of the Politics and Law Committee, and a policewoman, forced Mr. Wu to write a repentance statement3 renouncing Falun Gong. At present, they still owe Mr. Wu 15 months worth of salary.
From December 2007 to April 2008, the 610 Office again stopped giving Mr. Wu his salary. After many requests, Xi Ming, the Chief of the 610 Office, finally agreed to pay him.
Mr. Wu went to live in an elderly people's centre in the Youhao District in 2008. On June 5th, 2008, Mr. Wu's brother-in-law, Han Yongxian, and Han's mother, colluded with the CCP officials and arrested him. At present, Mr. Wu is again detained and the location of his detention is not known.

1. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
2. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
3. Repentance Statement: In this statement the practitioner is forced to admit remorse for practising Falun Gong, promise to give up Falun Gong, and never again associate with other practitioners or go to Beijing to appeal for Falun Gong.
