Ms. Liang Xiulan, 42, is a worker in a hospital of Chinese medicine in Qian'an City, Hebei Province. She has been the target of frequent persecution by the National Security Team in Qian'an City. Earlier this year for example, Liang Xiulan was arrested, beaten and tortured with electric-shock batons by Peng Minghui and other policemen.
In July 2000, Liang Xiulan's home was ransacked by Wang Shiwu and others. She was arrested and taken to the police station, where she was detained for two days and a night. She was released after police extorted 2,000 yuan1 from her. On December 25th, 2000, Liang was arrested again because she had been in contact with other practitioners. Peng Minghui led a group of officials to ransack her home. Officials forced Liang's husband, a policeman himself, to beat and slap his own wife. Afraid of facing the same fate as she, he joined them in persecuting his wife. Liang was detained in a brainwashing centre for twenty eight days, and was only released after she was coerced to renounce her belief. Later, Geng Jiyang brought people to ransack her home and harass her.
By 2005, Ms. Liang had resumed practising Falun Gong, and authorities resumed harassing her, picking her up and detaining her several times.
On May 21st, 2008, Ms. Liang was caught talking to people publicly about the persecution she and other Falun Gong practitioners face. She and several other practitioners were arrested on the spot. Liang has computers and printers at her home, so her case was referred to the National Security Team. On May 22nd, Peng Minghui ordered Fu Yonglai to have Liang taken to a brainwashing centre, where a person named Yang slapped her repeatedly. Fu Yonglai told her fiercely, "We count it as suicide if we kill you, so we don't care. Go ahead and tell the world what we're doing so that our leader knows we did our job." They handcuffed Liang's hands to two separate iron chairs, one hand on each. Fu Yonglai and another guard shocked her with electric batons. Another guard held her to stop her movements. She could not stand it and her head hit the floor. A bump larger than her fist developed from the immediate swelling, making it difficult for her to see. Fu Yonglai dragged Liang up by her hair to shock her some more. When he got tired, he took a nap. The handcuffs cut Liang's wrists deeply causing them to swell and bleed.
The next afternoon, Ha Fulong brought two guards and returned Ms. Liang to the scene of her torture. They cuffed her hands behind her back with one handcuff. Liang's back faced up, and a chair was put on it. One guard sat on the chair, another held it, and two others each took hold of electric shock batons. The guard in the chair brutally shocked the lower half of her body and even shocked her vagina. The other shocked her neck and breasts. They tortured Liang her until she was bruised all over. Her arms and legs were black and purple all over, and to this day, Liang's legs remain black. After torturing Liang, Ha Fulong laughed and they all went to a restaurant to celebrate.
They later took Ms. Liang to a detention centre. Liang's blood pressure was always high and she felt dizzy. One day, Liang fell to the ground. Her body twitched, and she got a fever, so fearing the worst, the police released her. When Liang's daughter came to pick her up, she didn't even recognize her mother. After staying at home for two months, the people in the procuratorate harassed her again, and Fu Yonglai and other people from her department harassed her family many times.
She has now left home to avoid further persecution. Her husband is too sick to work and needs urgent medical attention.
