The Chengdu "Law Education Centre" Violates the Law

In recent months the National Security Agency, the Public Security Bureau and the 610 Office¹ in Sichuan Province, under the instructions of the Chinese Communist Party (CCP) Political and Judiciary Committees at the province and city levels, carried out mass arrests of Falun Gong practitioners. The excuse was ensuring public safety for the Olympics. The arrests took place in Guang'an, Miyi, Xichang, Mianyang, Deyang, Leshan, Suining, Jianyang, Neijiang, Dachuan, and other places. A large number of practitioners were arrested and forced to undergo brainwashing. The Sichuan Xinjin Brainwashing Centre, publicly known as the Chengdu City Law Education Centre, is a typical place for carrying out the persecution of Falun Gong through torture and brainwashing. Personnel from the 610 Offices in Dachuan, Xichang, Miyi, Leshan and Guang'an have paid repeated visits to the Xinjin Brainwashing Centre.

The Xinjin Brainwashing Centre has imprisoned innocent people, without legal grounds, for long periods of time. One male practitioner from Longquan County has been detained on the 3rd floor for several years. A middle-aged female practitioner from Chengdu, with the surname Li, has also been detained for several years. The male practitioner on the 3rd floor has not been allowed to step out of his cell for a few years. These practitioners have also suffered much humiliation. Personnel from various 610 Offices often visited Xinjin Brainwashing Centre, and each time the practitioner on the 3rd floor would be forced to tell why he refuses to "transform²," and the female practitioner on the 6th floor would tell them why she has "transformed." They have used these two practitioners for training members of the 610 Office.

The Xinjin Brainwashing Centre refuses to take responsibility for the practitioners who were tortured to disability, mental disorder or death. For example, two practitioners were tortured to death in May and June of this year, and no investigation was conducted on the perpetrators. As a result, the Xinjin Brainwashing Centre has become even more unscrupulous in its persecution of Falun Gong practitioners.

Public officials show little concern about how many or how long Falun Gong practitioners are detained, or how many have died or become mentally disordered or disabled as a result of torture. Fees charged to the detainees are set by the Xinjin Brainwashing Centre, with each victim charged 2,500 yuan³ per month.

The Xinjin Brainwashing Centre is jointly run by the Sichuan Province 610 Office and the Chengdu City 610 Office. It is located at the former Xinjin Drug Rehabilitation Centre in Huaqiao Township in a six-story building, where the 610 Office personnel pass on brainwashing tactics to people from prisons, labour camps and other brainwashing centres across the province. They set up brainwashing centres and train personnel for such centres in cities and counties. Behind the plate glass in the centre's office is a complete personnel listing of the 610 Offices at various levels in Sichuan Province, addresses of the brainwashing centres, as well as location of the personnel and their contact phone numbers. Personnel from the Political and Judiciary Committees in far-away Dachuan and Xichang also pay frequent visits to Xinjin Brainwashing Centre.

Prisons and labor camps in Sichuan Province regularly carry out coercive brainwashing methods against Falun Gong practitioners, many of which originate from the Xinjin Brainwashing Centre. Some examples include physicaly torture, harmful injections, and bombardment of propaganda. The Xinjin Brainwashing Centre personnel oversee the persecution at other locations, including taking trips to supervise activities at these locations. The Xinjin Brainwashing Centre began doing this as early as five years ago under the instructions of Zhou Yongkang and Liu Jing, as well as the Provincial 610 Office. It also takes on Falun Gong practitioners from different prisons and labour camps whose detention terms have expired, but who have remained steadfast in their faith.

In dealing with practitioners deemed as "key targets" by the 610 Offices in various cities and counties, the Xinjin Brainwashing Centre has received orders to force them to renounce Falun Gong by any means necessary. The most vicious means is the administration of drugs that damage the central nervous system. First they mix a type of drug with food, which interferes with normal physical functions. After victims take this drug, they experience a variety of physical ailments. Then they would claim to treat the victims' illnesses with drugs that damage the central nervous system, causing excruciating pain and sometimes feelings of paranoia and mental instability. After their release, practitioners who have been persecuted this way often suffer serious after-effects to their brain, heart and stomach. They often experience memory loss, lethargy, panic attacks, heart palpitations, stomach cramps and other symptoms.

Zhu Xia, a Falun Gong practitioner from Chengdu City, still suffers serious symptoms of central nervous system damage, sensitivity to light and sound, as well as severe panic attacks. Li Xiaowen, a 67-year-old Falun Gong practitioner from Shuangliu County, died as a result of persecution in June 2008. His stomach was severely damaged by the drugs, and he died with violent stomach contractions and vomiting blood. Deng Shufen, a 70-year-old Falun Gong practitioner from Shuangliu County, died on May 5th, 2008 from severe damage to her nervous system and heart.

We call on the World Health Organization and the United Nations to send investigators to China to help stop these atrocities.

Head of the Xinjin Brainwashing Centre Li Feng is behind the planning of the persecution. Yin Decai implements the schemes, and Bao Xiaomu is in charge of brainwashing. Wang Hongqiang is known for deception, and Xu Dan physically tortures practitioners. Yang Xiuqing, Wang Xiuqin and Huang Zhizhong actively cooperate with the evil to harm practitioners. In order to justify these actions, the personnel at Xinjin often fabricate false articles under the name of the Falun Gong founder, attribute articles they made up to the Minghui website (Chinese version of Clearwisdom), and otherwise slander Falun Gong.

As Falun Gong practitioners are released, the brainwashing centre authorities contact the local 610 Office and National Security agents in their local area. They send the "transformation materials" that were hand-copied by the practitioners under duress to those offices, which are then distributed widely. This serves to create doubt in the local community of practitioners and makes it easier for local authorities to track these released practitioners. They also often send people to these Falun Gong practitioners' homes to harass them or make threatening phone calls. In addition, they pressure and harass family members and friends of Falun Gong practitioners. Under such continuous persecution and threats, many practitioners who have been released from Xinjin Brainwashing Centre are hesitant to publicly expose the persecution they have suffered.
