Ms. Wang Guifeng is a Falun Gong practitioner living in Weihai City. On December 9th, 2008, Ms. Wang was arrested as she went out to pay her electricity bill. Since then, she has been detained at the Weihai Detention Centre.
Ms. Wang started to practise Falun Gong in 1999. After the persecution of Falun Gong began, Liu Jie, Head of the 610 Office1 in Huancui District of Weihai City, and the police have targeted Ms. Wang.
In July 1999 and in 2000, Ms. Wang went to Beijing three times to appeal for Falun Gong. Each time she returned home, Liu Jie and police officers arrested and detained her.
When Ms. Wang went out for a walk on March 2nd, 2004, Liu Jie and other policemen forcibly pushed her into a police van, and then detained her at the Weihai Detention Centre for 30 days.
On March 7th, 2005, Ms. Wang was arrested again by Liu Jie and other policemen while she was walking and was sent to a labour camp for three years. During that period of time, she was severely tortured.
On December 9th, when Ms. Wang was distributing informational materials about Falun Gong, she was arrested again and detained at the Weihai Detention Centre.
