In June 2008, the head of the 610 Office1 in Wuchang City, Fu Yanchun colluded with the head of the Domestic Security Division, Zhan Zhigang, to persecute Falun Gong practitioners.
On June 28th, 2008, the Wuchang Municipal Police Department started a rumour: "Practitioner Dong Xiaodong has had a traffic accident, and he is in a critical condition." The department also asked some others to encourage practitioners to visit him. After that, officers from the Wuchang Municipal Police Department, Domestic Security Division and Chengxin Police Station arranged police to arrest practitioners. Three visitors and Mr. Dong himself were arrested. Ms. Xu Yanling was sentenced to one year of forced labour and Ms. Liu Fang to one and a half years. Ms. Wu Fenghua became destitute and homeless after she escaped.
Recently, Fu Yanchun and Zhan Zhigang forced Ms. Wu Fenghua's family to hand her over to them. Otherwise, they threatened that they would withhold the family income.
Following is a supplement on the case concerning Fu Yanchun's persecution of Ms. Wu Fenghua.
On the afternoon on June 30th, a group of people including Zhan Zhigang arrested Ms. Wu Fenghua and took her to a brainwashing class in Jiangbei, Harbin. Fu Yanchun threatened: "If you do not write the 'three statements2,' I will torture you to death and then throw you into a river. This is a desolate place away from the town and nobody knows it! I will inject you with drugs which will make you become muddleheaded and tell me everything! I can make the school expel your daughter! I can demand one hundred thousand to two hundred thousand yuan3 from your family!" After that, he beat her up, put a pen into Ms. Wu's hand and tried to force her to write the three statements. After this failed, he forced Ms. Wu to sit on an iron chair, handcuffed her hands to the chair and forced her to squat down. He tortured her this way for the whole night. He threatened: There are all kinds of torture instruments upstairs, which can be used to tie you down on the ground, cuff and hang you up or force-feed you with the chilli pepper water. Fu Yanchun also said: You say I am evil. I am evil! Now I have been promoted to the secretary of political and judiciary committee and the director of the "610 Office."

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
2. "Three Statements": Practitioners are coerced under brainwashing and torture to write "Repentance Statement," "Guarantee Statement" or 'Dissociation Statement" as proof that they have given up their belief. In the statement, the practitioner is forced to admit remorse for practising Falun Gong, promise to give up Falun Gong, and never again associate with other practitioners or go to Beijing to appeal for Falun Gong.
3. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
