Ms. Liu Xiaoling is a practitioner from Tanghai County, Hebei Province. She is almost 60 years old. Since the Chinese Communist Party (CCP) began persecuting Falun Gong in July 1999, she has been persecuted many times by the police from Tanghai County and Luannan County Police Department's 610 Office1 and personnel from the police bureau.
On January 1st, 2004, Ms. Liu went to Caoling Village, Luannan County, to distribute leaflets exposing the persecution of Falun Gong. She was reported by two young men and then arrested by the Yanglin Police Station. They took her to the Luannan County Police Department. She was detained in the detention centre for a month. On January 30th, 2004, she was taken to the Kaiping Forced Labour Camp in Tangshan City for a two-year sentence. The inmates there bound her and beat her every day for 39 days in her cell. She suffered a mental collapse from the beatings and was released on February 12th, 2004.
On October 10th, 2004, the head of Tanghai County's 610 Office, Zhao Lixin, and the head of the brainwashing school, Hu Yuhua, took many others with them to break into Ms. Liu's home. They arrested her and took her to the Tangshan City Brainwashing Centre, where she was kept for 80 days. During that time, she was burned, beaten, and verbally abused. She was force-fed and forced to have intravenous injections for no medical reason. In the winter, they took off her clothes and opened the window to make her unbearably cold. They did not let her sleep for 10 days in a row. She was forced to stand the entire day. They threatened her, saying her death would be announced as a suicide. Ms. Liu was tortured so badly that she lost a lot of weight and became very skinny, and her legs were very swollen. The main people who tortured her were a woman named Wang Yongmei and a male surnamed Tian.
On June 11th, 2008, Ms. Liu went to her home town in Luannan County. She was arrested and taken to the Luannan County Detention Centre. On June 13th, 2008, when she refused to provide a fingerprint as a signature, she was beaten by a male inmate and a guard in the centre. Later, she was taken to the No. 1 Detention Centre in Tangshan City. The head of Tanghai County Police Department's 610 Office, Li Fuguo, and many officers from the Luannan County Police Department ransacked Ms. Liu's home the next day around 3 a.m. They left with her personal belongings.
Ms. Liu is being treated as a slave and forced to do labour at the No. 1 Detention Centre. She makes cotton swabs every day. Because the food is too expensive for her to buy, she gets very tired and hungry and lost more than 20 pounds within 20 days.
Zhang Da and Meng Shuang from the Luannan Police Station and the Luannan County Police Department's 610 Office had the Luannan County Procuratorate prosecute Ms. Liu. They ordered the Luannan County Court to hold two court sessions for Ms. Liu.
