Falun Gong practitioners Mr. Shen Quanhui and his wife Ms. Li Fengyun from Jilin City were taken away by police, without any legal process, at the beginning of September 2008.
Mr. Shen Quanhui, 45 years old, was harassed many times after the Chinese Communist Party (CCP) started the organized persecution of Falun Gong in July 1999. Eventually, he became destitute and moved to Yanji City, Jilin Province. In Yanji, he worked as a clerk for Yanji City Public Transportation Advertising Company.
On September 8th, 2008, when he and his wife were telling people the facts about the persecution in Toudao Town, Helong, they were picked up by police officers. Mr. Shen, his wife, (report can be seen at http://www.clearharmony.net/articles/200811/46875.html), and Falun Gong practitioner Mr. Zhen Baohua, were cruelly tortured. It was reported that Mr. Shen was continuously beaten for several days and nights. He passed out from the pain many times.
Staff of the Long Municipal Police Station and the local 610 Office2 found a way to sentence Mr. Shen to a prison term.
Mr. Shen began to practise Falun Gong in 1998. In 1999, he was twice imprisoned and forced to attend the Yueshanlu Brainwashing Classes held by Chuanying District CCP government, Jilin City.
In December 2000, CCP agents posed as practitioners trying to help Falun Gong practitioners arriving in Beijing from other provinces to appeal for Falun Gong. They arrested Mr. Shen and sent him to Huanxiling Forced Labour Camp, Jilin City, Jilin Province for one year. After being released, he was often harassed by local police from Changchunlun Police Station as they tried to coerce him to stop practising Falun Gong. He was told that if he did not cooperate, they would send him back to the labour camp.
At the beginning of 2003, officers from Changchunlu Police Station, Chuanying District, Jilin City, again arrested Mr. Shen. The police ransacked his home and took his personal property and thousands of yuan1 in cash. When his family was informed that Mr. Shen had been arrested, they went to his home and found the place in a shambles. Later, Mr. Shen was sent to Yinmahe Forced Labour Camp in Jiutai for a term of two and a half years.

1. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
2. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
