Three Practitioners Arrested in Kunming City, Yunnan Province

1. Ms. Li Zuying Arrested

On February 13th, 2009, at 3:00 p.m., Ms. Li Zuying was arrested for distributing Falun Gong fliers on Ma Street, Xishan District, Kunming City, Yunnan Province. She was arrested by Wen Yongxiang, a plainclothes officer from the Xishan District Domestic Security Section. Ms. Li was interrogated until midnight at the Ma Street Police Station, and was then taken to the Xishan District Detention Centre. In the meantime, police searched her home, seized Falun Gong materials and paper money on which facts about Falun Gong were noted. The case officers involved were Qian Hongsheng and Wen Yongxiang of the Xishan District Domestic Security Section.

Ms Li Zuying, born on August 28th, 1941, was retired from the Kunming City government. She has been arrested four times for distributing Falun Gong fliers. Two arrests happened in 2005, and she escaped the same day on these two occasions. Another arrest occurred on November 20th, 2007, on Ma Street, after which she was detained for 30 days.

2. Mr. Zhang Liang Imprisoned as a Forced Labourer

On January 1st, 2009, around 4:00 p.m., Mr. Zhang Liang was arrested for distributing Falun Gong fliers in the Ma Street Building Supplies Market, Xishan District, Kunming City, Yunnan Province, by plainclothes police officer Qiu. He was taken to the Ma Street Police Station and handcuffed behind his back to a metal door until 11:00 a.m. on the second day. Mr. Zhang's hands and wrists swelled up badly when the officer released the handcuffs after repeated requests from Mr. Zhang's family.

On January 3rd, after 2:00 a.m., Mr. Zhang was taken to the Xishan District Detention Centre. He was sentenced to two years of forced labour and transferred to the Yunnan Province Secondary Forced Labour Camp on February 4th.

Mr. Zhang Liang, born in 1953, resigned for medical reasons from the Longshan Mine, Kunming Steel Corporation. This was the second time that he was sentenced to forced labour. On September 28th, 2005, Mr. Zhang was arrested for distributing Falun Gong fliers on Ma Street. He was imprisoned for two years and a month in the fourth section of the Yunnan Province Secondary Forced Labour Camp, and was released on October 23rd, 2007. He was tortured in the forced labour camp. Personal monitors poured cold water over his head on freezing winter days. Guards stomped on his chest and punched him. His toe was broken and his cervical vertebra was injured as a result of being beaten by the guards.

3. Mr. Luo Taiyou Arrested

Mr. Luo Taiyou is retired from the Yunnan Province Windows and Doors Engineering Company in Kunming City, Yunnan Province. On the afternoon of February 12th, 2009, he was reported for distributing Falun Gong fliers in the Luosiwan Wholesale Market in the Xishan District, Kunming City. At night, the Xishan District Domestic Security Section searched Mr. Luo's home. His wife suffered a mental breakdown as a result of being threatened by the search, and now requires full- time care.

Mr. Luo Taiyou has been imprisoned at the Xishan District Detention Centre and has been suffering from harassment and arrests for several years.
