On the morning of March 4th, 2009 a family member of Ms. He Yan who lives in Tangshan City, Hebei Province, went to the Kaiping Forced Labour Camp to visit her. After asking about the welfare of Ms. He, it was discovered that Ms. He Yan had been brutally beaten by guard Lu Haicun on January 10th, 2009. Ms. He was suffering from symptoms of a heart attack. Two months after the abuse, she still felt some chest pain and was numb in the left shoulder.
Once the family learned about the beating by Lu Haicun, they went to report the incident to Wang Jianzhong, the director of the labour camp administration office. Wang Jianzhong's showed no sympathy, did not file an investigation report and denied that the abuse ever took place. He exclaimed to Ms. He's family, "If you want to sue me, go ahead!"Only after Ms. He's family patiently talked with him, did he finally agree to launch an investigation of the abuse case.
The same day, Ms. He's family met Lu Haicun face to face. They warned him not to beat people, but his attitude was poor and he immediately denied that he had beaten anyone.
Ms. He and four of her family members, including her parents and her husband, were all arrested on July 10th, 2008 by the local police. Ms. He was taken to the Kaiping Forced Labour Camp in August 2008. Her family tried to appeal her case through legal procedures, but they were constantly faced with obstacles and problems.
On the afternoon of September 27th, 2008, Ms. He's attorney went to the Kaiping Forced Labour Camp to give Ms. He an appeal letter. A director surnamed Wang said, "You have to get the letter from the provincial government, we are not under Tangshan City's authority." The director took the lawyer's ID and licence and was gone for more than 40 minutes. Then he came back and asked for the original letter again. He claimed that the seal on the lawyer's licence was unclear and that he could not confirm if it was real or fake. The lawyer said that the licence number could be verified online, but they declined by saying, "We don't use the Internet." Not only did they not allow the lawyer to meet with Ms. He, they purposely offended him when he left by saying, "You can leave the same way you came in."
On the morning of October 8th, 2008, Ms. He's family members went to the Kaiping Forced Labour Camp to visit her. That day was a regular visitors' day, however guards Lu Haicun and Yang Haifeng, would not permit the visit because Ms. He refused to write the guarantee statement to give up practising Falun Gong. Ms. He's family members argued with the guards. The guards told them, "Stop talking or else we will call 110 (police department) and have all of you arrested." The family members told the guard that there was no such law and that the guards' actions were wrong according to the law. Yang Haifeng said, "You are attacking the country's laws." and he ordered the family members to leave immediately.
Some information was passed out of the prison in mid-November 2008. After Ms. He was taken to the Tangshan City Kaiping Forced Labour Camp, she developed some serious health problems including bloody stools, heart disease, vomiting blood and lung problems. Because of her ill health, she was handcuffed and taken to the City Centre Hospital and the Meiyi Affiliated Hospital (director Wang Hongli) twice in October and November 2008 for check ups.
With very apparent health issues, a doctor with the surname of He still proclaimed, "Nothing is wrong with her." Because Ms. He Yan's internal organs were dysfunctional, three people at the hospital decided to give her a gastroscopic exam, but the test failed because Ms. He appeared to have a heart attack. A hospital staff employee, Liu Sujuan said, "You want to go home? Forget it."
