The police arrested 32-year-old Falun Gong practitioner Mr. Zheng Wei from Kaiping District, Tangshan City on the afternoon of September 3rd, 2008. They took Zheng to Qiaotun Police Station, and officials Xu Laisheng and Feng Lijian were assigned to persecute Zheng Wei. After ransacking Mr. Zheng's home, the police sent him to the No. 1 Detention Centre of Tangshan City, and sentenced him to two years of forced labour on September 26th, 2008. He has been held at Shijiazhuang Forced Labour Camp for more than eight months. During the early stage of detention, he wrote letters and made phone calls to his family on a monthly basis. He was last heard from on January 19th, 2009. His family is very worried about him.
Mr. Zheng's wife was seven months pregnant at the time of his arrest, and the infant is now six months old, never having seen her father.
Mr. Zheng's family went to Shijiazhuang City after travelling overnight on March 30th, 2009. They talked to labour camp official Zhang Shuji and asked to see Zheng Wei. The officials looked very nervous and they asked the family to sit while they talked among themselves for about thirty minutes. Zhang Shuji returned and asked if the family had an official document that allowed the meeting. The family said no, and Zhang Shuji replied that a meeting was not permitted without official consent. The family asked, "We came here before and were told we could meet with him at any time, why are you asking for a document now?" Zhang Shuji told the family to ask Zhang Li, who was assigned to persecute the practitioners. Zhang Li said, "It's not that I don't want you to see him, we have order from above that says it isn't allowed."
During the conversation, heavy snow began to fall, which was unusual, because only a few days prior, the temperature had shot up to a record-breaking 320C [900F]--it was as if the heavens were enraged by the persecution. The family thought something must have happened, so they asked, "Did you guys beat Zheng Wei?" Zhang Li pounded his chest, saying, "I will never hit anyone because I don't want to lose my job!" Zheng Wei's mother said, "I heard Zheng Wei was beaten here, and you guys have seriously injured him." Upon hearing this, Zhang Li's face immediately tightened and he snapped, saying, "Nonsense! Go sue us if you want."
The family talked to the officials for a while but they still wouldn't allow a meeting, so the family returned home. They were frightened for Zheng Wei because some practitioners had been killed or disabled from torture, and some had their organs harvested for transplants.
It was reported that a meeting was held at the Shijiazhuang Forced Labour Camp in Hebei Province at 2:00 p.m. on January 20th, 2009. Guard Qin Jing, inmate Ma Zheng and collaborators1 Lu Hugang and Zhang Jianpo put on a farce to attack Falun Gong. The practitioners who were present shouted, "Falun Gong is good!" They were savagely assaulted. Five practitioners, including An Qi, Zheng Wei, Yang Baili, Zheng Chunshan and Yan Feng, sustained wounds all over their bodies from the beating. Their faces were covered with blood. An Qi and Zheng Wei suffered the most injuries. Zheng Wei's face was swollen, his eardrums were pierced and he developed an infection. Several days later, he was taken to Hebei Province No. 3 Hospital. After Zheng Wei was returned to the labour camp, one night someone's screaming woke the entire division, and it turned out Zheng Wei was moaning out of terrible chest pain. An Qi and Zheng Wei are both held in solitary confinement and are forced to sleep on the ground. Inmates are assigned to watch them and prevent them from having contact with others.
