Chaoyang County and Liucheng Police Extort Huge Sums of Money from Practitioners; Woman Sent to Forced Labour for Not Paying

Ms. Qian Jilan, 43, of Chaoyang County, Liaoning Province was arrested by the Chinese Communist Party (CCP) and jailed for half a month. Subsequently, she was put to one year of forced labour after officers from the county police department and Liucheng Police Station tried twice to extort money from her and failed. She has recently been taken to Masanjia Forced Labour Camp.

With the busy farming season approaching, Ms. Qian's husband is truly worried. Ms. Qian was arrested and detained for half a month by the police from Chaoyang Police Department and Liucheng Police Station during the time that the 2008 Olympics were held. Afterwards, the county national security squadron threatened her family members, demanding 5,000 yuan1, and released her only after the family members paid them 3,000.

At around 3:00 p.m. on March 2nd, 2009, several policemen from the Chaoyang County Police Department and Liucheng Police Station, led by the director of Nanlingao Village, broke into the homes of four Falun Gong practitioners. Since none of them were at home, they failed to arrest anyone. They then rushed to Ms. Qian's home in Group IV of the village and, with no apparent reason, arrested Ms. Qian, who was manning the shop at her home at the time. They detained her in Chaoyang Jail for fifteen days.

During her detention, at around 5:00 p.m. on March 9th, four officers including Yu Zhengyun and Ding Hua from Liucheng Police Station went to Ms. Qian's home and tried to extort 1,000 yuan from her husband. He rejected them, but Ding Hua recorded some of the conversations and forced him to sign, acknowledging that they had been there.

With family members' extended efforts, Ms. Qian was released on March 17th. Yu Zhengyun and three other officers from Liucheng Police Station went to her home again the next day to extort 1,000 yuan, but were rejected by her.

The Liucheng Police Station and the County Police Department dispatched Yu Zhengyun and three other officers to go to Ms. Qian's home on the morning of March 25th. With her whole family still in bed, the police climbed over the wall and forced them to open the door. The police lied to them, claiming that they wanted Ms. Qian at the police station to verify some details, while in the meantime dragging her into the car. Her husband tried his best to stop it, but he could only watch her get arrested again.

The police took Ms. Qian to Liucheng Police Station first. Then the County National Security Squadron dispatched a car to take her directly to Masanjia Forced Labour Camp to serve for a year, with no grounds given. The police have also not shown the family members any legal documents.

The Chaoyang County Police Department has collaborated with the Liucheng Police Station to extort money from people. They would try to extort several thousand yuan from the family members of each person arrested by them. On top of buying expensive meals for Chief Pan Shi and others from the Liucheng Police Station, members of a certain family had 10,000 yuan extorted from them. Police from Chaoyang County Police Station repeatedly extorted money from practitioners with all sorts of dirty tricks and caused great distresses to them and their families. On June 18th, 2008, Pan Shi, along with a few other officers, went to Nanzijing Village in Shiertai Township, Chaoyang County. With the village security director Zhao Chenzhi leading the way, they went to practitioner Li Lin's home and arrested him. They brought him to the police station and released him after extorting 1,000 yuan from him. Ms. Ma Suqin was sent to forced labour for two years but was rejected because she was too old. Captain Zhao Qiang of the National Security Squadron tried to extort 1,000 yuan from her family but was rejected and finally had to release her. Practitioner Zhang Baohua was rejected by the forced labour camp because of her high blood pressure. Zhao Qiang tried to extort 10,000 yuan from her family. The family members paid him 9,000 after negotiating with him through friends.
