Ms. Guan Hua Severely Tortured by Wanjia Forced Labour Camp Guards

On February 1st, 2007, Falun Gong practitioner Ms. Guan Hua from Harbin City, Heilongjiang Province was sentenced to one year and six months of "re-education" through forced labour at the Drill Division of the Wanjia Forced Labour Camp. On April 16th, 2007, approximately ten guards armed with electric-batons and rope took over the drill division, and intensified the persecution practices. Directed by the officials of the forced labour camp, the guards attempted to force the practitioners to take a so-called test.

The guards decided that Ms. Guan failed her "examination," so they took her to the guards' office. They forced her to stand on a stool, then pulled both hands behind her back. A guard tied her hands with one end of a rope, then passed the another end through a heating pipe above a window, while two other guards pulled forcefully on the rope. Ms. Guan then hung helplessly in the air. In order to cover up their torture activities, guard Jiang Tao used adhesive tape to cover Ms. Guan's mouth.

Before Ms. Guan was hung up for a second time, Wu Hongxun, chief of the drill division, tied Ms. Guan's feet and shoulders up with rope, then kicked the stool out from under her; meanwhile, guard Liu Yihu pulled one end of the rope, so that Ms. Guan's body swung back and forth in the air. They didn't put her down until her right arm was fractured, and Ms. Guan nearly lost consciousness. However, guard Xie Qiuxiang held Ms. Guan's broken arm and made her swing in a circle more than ten minutes. During this torture session, guards continually attempted to force Ms. Guan to denounce Falun Gong, which Ms. Guan refused to do.

Ms. Guan's right arm was dislocated and pulled out two inches past the normal length. Before being taken to an orthopaedic hospital, a guard handcuffed Ms. Guan, while another guard with an electric baton escorted them. After taking an X-ray at the hospital, the doctor confirmed that Ms. Guan's right arm was fractured and dislocated. That evening the guards handcuffed Ms. Guan to her hospital bed.

In order to cover up their crimes, officials from the Wanjia Forced Labour Camp didn't inform Ms. Guan's family that she would undergo surgery. After the operation, Ms. Guan's right arm was held together by four metal nails for a ten-month period. For three months, Ms. Guan's family members requested to see Ms. Guan, but the officials refused their requests, using various lies.

According to Chinese law, the 248th regulation of the Criminal Code says, "Personnel are not allowed to physically punish, abuse or beat detainees. If personnel beat or physically punish detainees, in serious cases they can be sentenced to terms of imprisonment up to 3 years." However, under the protection of the Chinese Communist Party (CCP) regime, these guards remain free of criminal charges. Officials of the Wanjia Forced Labour Camp not only refused to investigate the crimes committed by the guards, but also protect and approve the guards' disrespect for human life.
