Mr. Fan is a 74-year-old who lives in Chengdu City, Sichuan Province. One night in June 2009, he began experiencing severe chest pains, which became even worse the following day. He felt as if something were pressing against his chest, and the pains became even more severe when he coughed. He had a low-grade fever for more than ten days, and his feet swelled to the point that he was unable to walk normally. Since he was not able to take care of himself, he was hospitalized.
His condition continued to deteriorate at the hospital. He had difficulty breathing and experienced heart failure, after which he was taken to the intensive care unit for emergency treatment. The doctors removed 1,500 ml of fluid from around his lungs and diagnosed him with double pneumonia, heart failure, excess fluid in the pleural cavity, and hypertension with associated heart disease. They told Mr. Fan's family that his condition was both critical and incurable.
On the morning of his fifth day at the hospital, Mr. Fan removed all his IV tubes and monitor cables and demanded to be released. His actions astounded his family members and the medical team that had been caring for him. The hospital told him, "You assume full responsibility for discontinuing medical treatment." So after five days of hospitalization, at a cost of over 10,000 yuan1, Mr. Fan returned home.
Once he was back home, however, Mr. Fan was bedridden and incontinent. He was unable to eat or drink and did not have a bowel movement for more than 20 days. He became so weak that he needed all his strength to utter a single word. His friends and family were extremely worried about him.
Some of Mr. Fan's old friends went to see him after they learned of his condition. Among them were several Falun Gong practitioners. They had experienced Falun Gong's extraordinary power to make people healthy and fit, so they suggested that Mr. Fan read the Falun Gong book, Zhuan Falun. He agreed, so the practitioners read Zhuan Falun to him for four days. Miraculously, he was able to eat and drink again. He regained his ability to speak normally, he was able to use the toilet, and he could even walk to the second floor himself. Mr. Fan experienced a complete recovery without any medical treatment. His friends and relatives witnessed the great change and had a great deal of admiration for Falun Gong.
It was raining heavily on the afternoon of July 21st when some old friends went to see Mr. Fan again. While they were sharing experiences about their practice of Falun Gong, more than ten officers burst into his home. After restraining the elderly men, they began ransacking Mr. Fan's home. The officers were from the 610 Office2 of Xindu District, the local National Security Group, and the Chengxi Police Station of Xindu District. The police were under the leadership of Chen Dequan and Fan Tai.
About an hour later, while the police were still in Mr. Fan's home, another practitioner, Mr. He Qun, passed by the house along with another individual. One of the officers recognized Mr. He and arrested him and the other individual. They also arrested the four practitioners in Mr. Fan's home, including Peng Changhua, Liu Guoxiu, Fan Huixia, and Ma.
Family members of the arrested men went to the police station and demanded to know why they had been arrested and what law they had broken. The police have still offered no justification for the arrests.
