610 Office Agents Subject Mr. Feng Lianhua to Long Term Persecution

During the past ten years, Mr. Feng Lianhua has repeatedly suffered persecution at the hands of the following individuals: Jianxi District 610 Office¹ Head Liu He, office manager Liu Shibin, Luoyang Institute of Technology (LIT) Party Committee secretary Li Jinlai, LIT security division head Yang Aijun, Department Party Committee secretary Li Jianfeng, and general manager of Logistics Lei Runtang. Mr. Feng was arrested, brainwashed, harassed, and had money extorted from him many times under their personal involvement.

Mr. Feng was a deputy manager with the Construction Centre of the General Logistics Company in Luoyang Institute of Technology, Henan Province. He started to practise Falun Gong in July 1996.

Arrested and demoted for defending Falun Gong

Mr. Feng travelled to the State Bureau of Letters and Calls in Beijing between February 26th and 28th, 2000, to appeal for Falun Gong. Police at the bureau arrested him as soon as he entered the office door. He was taken to Luoyang Liaison Office in Beijing and later handed over to LIT's Logistics Company Party secretary Li Dahong and Party office manager Li Yafei. The two men escorted Mr. Feng back to LIT.

Once returned to Luoyang, Li Yafei and others from LIT took Mr. Feng to the office designated for the persecution of Falun Gong in the Jianxi District Police Department and later on transferred him to the Jianxi District Detention Centre for 15 days.

Following his release, he was demoted from deputy manager to the position of landscape worker to cut grass and water trees in the Sanitation Centre.

LIT Party Committee Secretary and also Deputy Head Zhu Jianping and Party Organization Department Head Pang Caixia instructed the Sanitation Centre manager, Zhang Jiansheng, and deputy manager Li Yongcan to monitor Mr. Feng at work and to pressure him to abandon his belief.

LIT officials also forced Mr. Feng's wife (who worked in an LIT-owned factory) to assist in persecuting her husband. She was told to report everything about him to Logistics Company Party secretary Li Dahong. LIT officials told the factory management to harass and intimidate his wife. If she refused to cooperate, she would be fired.

In early 2001, Mr. Feng was assigned to construction work. Li Dahong and Pang Caixia assigned construction centre manager Zheng Changjiang to monitor and "reform²" him. Zheng Changjiang and his people repeatedly forced Mr. Feng to watch videos that slandered Falun Gong.

Sent to the Luoyang Detention Centre; family members suffer mental trauma

In May 2002, Jianxi District 610 Office head Liu He and associates plotted a persecution plan. Following the plan, they joined forces with LIT security division head Yang Aijun and staff person Zheng Changjiang to raid Mr. Feng's home. They arrested him and took him to the Jianxi District Police Department, transferring him that same day to the Luoyang Detention Centre where he remained for a month.

Mr. Feng was forced to perform hard labour from 6:00 a.m. to 2:00 a.m. the following day during his month-long detention. Except for mealtime there was hardly any break. People slept on the crowded concrete floor. Sometimes they had to sleep while sitting up because they could not find enough floor space to lie down. A month later, Jianxi Police officials took him out of detention and sent him to a 610 Office brainwashing centre in Luoyang Hotel in the Jianxi District. Liu He and Liu Shibin were still in charge of his "reform." Mr. Feng remained there for 40 days.

Feng Lianhua was repeatedly arrested, detained, and brainwashed and had his home ransacked between July 1999 and 2002. In addition, a number of leaders and officials from LIT exerted pressure on his family, including his mother and brothers.

Mr. Feng was openly criticized in numerous LIT meetings. His wife could not endure the long-term harassment and intimidation. She died in March 2003.

Sent to a brainwashing centre; money extorted from him

On September 30th, 2004, Mr. Feng was arrested at his workplace. Participating in the arrest were Jianxi District 610 Office Head Liu He, office manager Liu Shibin, and staff member Wang, aided by LIT Party secretary Zhu Deping and Organization Department head Pang Caixia. They took him to the Luoyang City Party School's 610 Office Brainwashing Center and ordered Mr. Feng to "reform," otherwise they would send him to a detention centre to become a target for the criminal inmates. He would have to be sentenced and pay a penalty.

Mr. Feng Lianhua was released the beginning of November 2004. 610 Office Head Liu He told Pang Caixia and Lei Runtang from LIT to suspend his pay. Beginning in November 2004, the school only paid him 150 yuan³ per month. The amount was eventually increased to 450 yuan. The school confiscated the rest of his salary. They have withheld more than 1,000 yuan per month from his salary since November 2004.

In 2002 and 2007, everyone at LIT got a merit raise except Mr. Feng. From July 1999 to the present, every year he was entitled to receive a bonus for Teacher's Day, an end of the year bonus, and labour compensation. But he never received a penny of these bonuses.

Jianxi District 610 Office agents and LIT officials repeatedly "talked" with Mr. Feng until 2008.

On September 26th, 2007, officials from the Jianxi District 610 Office and from LIT arrested Mr. Feng at work and took him to a brainwashing session held at the Luozhou Hotel in Luoyang. He remained there until the beginning of November 2007.

In the afternoon on July 25th, 2008, LIT Party Secretary Duan Zhiqian and security head Yang Aijun arranged to have Mr. Feng sent to a brainwashing session held in the Huashan Hotel in Luoyang. This time, he was detained for 52 days.
