On August 13th, 2009, the Falun Gong Human Rights Working Group (FGHRWG), submitted the cases of Mr. Liu Yalin and Ms. Wei Xiuhua to the United Nations Human Rights monitoring arms. The severity of the persecution these two people suffered in China called for urgency.

The report detailed the persecution of Mr. Liu and Ms. Wei.

On April 17th, 2009, Ms. Wei Xiuhua was arrested by police officers from the Public Security Department in Jinzhou City and the Domestic Security Division in Linghai City. While in detention, the police poured hot water over Ms. Wei's head, kicked the left side of her chest, smashed her right ear with a bottle filled with water, causing hearing loss in her right ear. She is unable to walk on her own and has heart failure, convulsions and high blood pressure. She cannot keep any food down and is very weak. Her life is in great danger. Wang Jingshan, deputy director of the Public Security Department in Linghai City, refused to release Ms. Wei and instead sent her to the brainwashing centre in Fushun City. When the brainwashing centre refused to accept Ms. Wei because of her physical condition, Wang sent her to the Linghai City Detention Centre and prohibited family visits.

Mr. Liu Yalin was formerly an employee of the Yongchuan Transportation Company in Chongqing City. In 2007, Mr. Liu was arrested and sentenced to a three-year term. He is held in the Fourteenth Division in the Yongchuan Prison. Since his detention, Mr. Liu's physical condition has continued to deteriorate. He has lost all of his larger teeth and can only eat a small portion of rice gruel every day. He is malnourished, extremely thin, and weak. However, the prison guards continue to force him to do hard labour, such as carrying heavy loads of coal. On April 1st, 2009, Mr. Liu was sent to the prison hospital after his blood pressure escalated to over 230mmHg and he was showing symptoms such as blurred vision, light headedness, numbness in his limbs, and difficulty breathing. He was unable to walk on his own. His family went to the prison to demand his release, but were turned away.

The report also detailed previous persecutions Mr. Liu had suffered.

"Urgent-action Procedures" are a part of the U.N. Human Rights monitoring arms. The procedures are activated when a victim is being severely persecuted and others who are detained in the same region are facing similar mistreatment. In the aforementioned cases, both victims are over 60 years old, have been severely persecuted and their lives are in great danger. Their cases called for urgent action.

Based on the Universal Declaration of Human Rights, the U.N. has set up and appointed Working Groups and Special Rapporteurs. These groups monitor the implementation of relevant conventions or the human rights standards specified in the Universal Declaration in each country. These Working Groups and Special Rapporteurs are part of the U.N. Human Rights monitoring arms and have binding authority over all contracting states. Once the U.N. sends a Special Rapporteur to investigate a certain persecution case in a contracting state, the government involved must follow up by submitting a reply. In 2005, The Special Rapporteur on Freedom of Religion or Belief sent an Urgent Appeal jointly with the Special Rapporteur on Violence Against Women, and the Special Rapporteur on Torture, concerning two female Falun Gong practitioners in Tunzhou City, Hebei Province who were raped by a police officer. In its response to the Urgent Appeal, the Communist regime admitted that two female Falun Gong practitioners were raped. This case was published in the U.N. annual report.
