Mr. Qi Changyin was arrested when he was a student at Heilongjiang University. He was just 20 years old when the Chinese Communist Party sentenced him to nine years for practising Falun Gong. Mr. Qi was brutally abused while he was incarcerated in Hulan Prison the past nine years. On June 2nd, 2010, his sentence was up. However, when his family went to pick him up, they were told that he had been sent to a brainwashing centre by officials from the Wuchang City 610 Office (an organisation of special agents just for persecuting Falun Gong).
Mr. Qi lived in Xichengzi in Hongqi Village, Wuchang City, Heilongjiang Province. He was brutally tortured in Hulan Prison. From an earlier report published on the Minghui website Minghui website [Chinese version of Clearwisdom.net] on May 10th, 2007, prison police officer Liu Kai from the No. 1 sub-area of prison ward No. 9 tortured five Falun Gong practitioners, including Mr. Qi and Mr. Zhang Jian. He beat them, subjected them to solitary confinement, and otherwise physically abused them. He also had other inmates beat and verbally abuse practitioners.
Mr. Qi and Mr. Zhang were summoned to the prison office on October 23rd, 2007, because they had refused to sign a guarantee statement to renounce practising Falun Gong. Officers Liu Kai and Chen Ziliang punched and kicked him. They split open Mr. Qi's lips and left two scars on his forehead. After they had beaten him for half an hour without any results, they told two inmates to grab Mr. Qi and Mr. Zhang's hands and put their fingerprints on the guarantee statements.
Hulan Prison is a high security prison, with 80 to 90 per cent of the inmates sentenced to life imprisonment or delayed execution. Since 2001, it has become a place for persecuting and torturing Falun Gong practitioners. Several hundred practitioners are imprisoned there, and almost every one of them has been tortured. In order to meet their "transformation" [forcibly renounce Falun Gong] quota, prison officers offer reduced sentences and bonus points to encourage inmates to torture Falun Gong practitioners. The other inmates viciously beat practitioners, subject them to sleep deprivation, force them to stand for long periods of time, stab them with various instruments, force them to stand in water for long periods, force them to stand by open windows in wet clothes in the winter, put them into solitary confinement, provide them with only a small amount of food, tie them to the death bed1, and deny them use of the toilet. In the "education" section, practitioners are forced to watch videos that slander Falun Gong. For the sake of making profits, everyone is forced to perform hard labour every day from 7 a.m. to 9 or 10 p.m., for over 14 hours a day.
After nine years in prison, Mr. Qi Changyin was taken to Wuchang City Brainwashing Centre.
The head of the brainwashing centre in Wuchang City is Fu Yanchun. Besides physically torturing Falun Gong practitioners, he conspired with the former secretary of the Politics and Judiciary Committee, Zhu Xianfu, to extort large amounts of money from practitioners. He boasted, "I am a hoodlum, I am an animal" while torturing practitioners, and also forced them to repeatedly write statements to renounce practising Falun Gong. If a practitioner refused to co-operate, he or she was beaten and kicked and put on the "stretching bed." Practitioners were repeatedly kicked in the face with boots, slapped in the face, forced to drink alcohol, and shocked with electric batons. If someone still refused to co-operate, several people grabbed the person's hands and pressed his/her fingerprints on the already-written statements.

1. "Death Bed" torture: A practitioner is tied to a bed with his hands handcuffed above his head to the bed rails, and his legs tied with thin nylon ropes. The rope is then tightly wrapped around the practitioner's body and the bed, from his legs to his chest. The rope is wrapped so tightly that the practitioner has difficulty breathing and eventually loses consciousness.
