Mr. Li Wenbo Being Tortured at Yunnan Province First Prison

On April 24th, 2009, the Domestic Division of the Jinning County Police Department in Kunming City instructed the Kunyang Town Police Station to deceive Mr. Li Wenbo into travelling to Jinning County. When he arrived, he was arrested and detained. Mr. Li's family went to the police department and requested his release. Mr. Li was released at 8:30 p.m. that evening after posting bail. On May 11th, 2009, Mr. Li was arrested and detained again by the County 610 Office [an agency specifically created to persecute Falun Gong] and Domestic Division. Mr. Li was secretly sentenced by Kunming City Court on October 12th. His family was not informed of the court date and the length of the sentence.

Mr. Li was sent to the Yunnan Province First Prison on March 4th, 2010. On his first day there, Mr. Li refused to wear the prison uniform, as he felt that his belief in the values of Truthfulness-Compassion-Forbearance was not a crime and that the sentencing was unlawful. As a result, over thirty guards from the prison's Political Section and Section 8 of the prison surrounded Mr. Li and attacked him. Li Shoujun and three other prisoners held Mr. Li to the ground, stripped off his clothes, and put the prisoner's uniform on him. While under attack, Mr. Li shouted, "Falun Gong is good! Truthfulness-Compassion-Forbearance is good!" The guards then instructed the prisoners to tape Mr. Li's mouth shut. To prevent others from seeing what they had done, they put a surgical mask on him. Mr. Li was then dragged to the Strict Management Room located under the first floor of Section 8. The room was dark and damp inside, and the low ceiling in most of the room prevents a person from being able to stand straight. The guards used four sets of handcuffs to affix Mr. Li to metal bars with his arms and legs stretched out to form an "X." He was tied up around the clock, except during meal time and to use the toilet, for the next several months. During this time, the prison didn't allow Mr. Li to interact with anyone. He was prohibited from writing to his family, and they were not allowed to visit him.

Prior to his arrest last year, Mr. Li Wenbo had been arrested by the Jinning County 610 Office and the Domestic Security Division when he was telling people the facts about Falun Gong. Mr. Li was sentenced to three years at Yunnan Province Forced Labour Camp No. 2 on February 6th, 2005. While at the forced labor camp, he was abused in Wards No. 4, No. 1, and No. 3. Mr. Li was brutally tortured for a long period by Qiu Kaiming, the section chief; Hu Wenchang, group leader of Ward No. 4; Zhang Kaishun, assistant group leader of Ward No. 4; Chen Yingsong, group leader of Ward No. 1; prison guards Shi Huailin, Yuan Xiangjun, Li Wu, and Wu Huazu; and prisoners Wang Lei and Huang Haidong. Mr. Li's eyesight was damaged and he lost six teeth from the beatings. He has a twenty-centimetre (8 inch) scar on his left leg. His sentenced term was extended for four months, and he was released on June 21st, 2008.
