The 610 Office--named after the date of its creation on June 10th, 1999--is an extralegal police task force responsible for carrying out the campaign to persecute Falun Gong.
Established by former Communist Party leader Jiang Zemin, the organisation exists outside China's legal framework. It controls every public security authority in mainland China, and it established brainwashing centres, which disregard the personal and religious freedom of innocent citizens.
Ma Shaoyu is an important person at the Yanji 610 Office in Jilin Province. Ma, about 50 years old, was transferred to the 610 Office after it was established. He was promoted to chairman in his local 610 Office because he was actively involved in the persecution of Falun Gong in 2005.
Ma organises one or two brainwashing sessions every year; personally plans the arrests of Falun Gong practitioners; and organises neighbourhood committees, district complexes, and employers to monitor practitioners. He sends staunch practitioners to forced labour camps. In recent years, Ma has escalated his methods of torturing practitioners and has instructed local domestic security groups and police stations to arrest Falun Gong practitioners on "sensitive days" based on the information he has on hand. Many practitioners have been sentenced and sent to forced labour camps because of this. Ma does not leave the practitioners released from forced labour camp alone. He harasses them at their homes and demands that they report their thoughts to him on a regular basis. Many practitioners have consequently had to leave their homes.
Ma has been involved in all of the major Falun Gong cases in Yanji, including the sentencing of Li Fengyun and Shen Quanhui. In addition, over ten practitioners have died due to torture on his account. We will further expose the details of Ma Shaoyu's evil deeds at a later date.
