On February 27th, 2010, Deputy Chief Zhang Baoquan from Qianjin Police Station, Dadong District (formerly Dongling District), Shenyang City, Liaoning Province arrested practitioner Mr. Dong Xinran while he was working at a petrol station and took him to Dongling District Detention Centre. Mr. Dong was transferred to Dadong Detention Centre 20 days later. On March 18th, the Procuratorate issued an arrest warrant for Mr. Dong Xinran after the fact.
On August 13th, the Dadong District Court conducted a hearing. Procurator Li Wenhui from the Dadong District Procuratorate claimed that Mr. Dong Xinran talked to Liu Shucheng about Falun Gong when he refuelled his car at the petrol station on February 25th, 2010. Mr. Dong's defence lawyer provided the shift records for February 25th from the petrol station, which showed that Mr. Dong was not on duty that day. However, Judge Jin Chengrui simply ignored the evidence.
The Falun Gong book, Zhuan Falun, was used as "evidence" in the indictment; however, prosecutor Li Wenhui instead provided the book Nine Commentaries on the Communist Party to the court.
During the second hearing on October 15th, Deputy Chief Zhang Baoquan from Qianjin Police Station and several other police officers from the National Security Division, Dadong District Police Department brought in a man as a witness. The man claimed that he was Liu Shucheng, but didn't provide any identification to the court. This "witness" told the court that he couldn't remember the events of February 25th.
Meanwhile, Li Wenhui did not address the issue regarding why the petrol station records did not show Liu Shucheng being at work on the day in question. Judge Jin Chengrui also ignored this matter, and the session was hastily adjourned. On October 27th, Judge Wang Deshou announced in the court that Mr. Dong was to be sentenced to three years in prison.
