Mr. Peng Xibin from Lanzhou, Gansu Province has been detained for many years, from his fifties to his sixties. He is still being held in Lanzhou Prison. He is imprisoned because he wants to follow the principles of Truthfulness-Compassion-Forbearance.
The following statement testifies to the persecution Mr. Peng Xibin was subjected to in the early years, which was disclosed by a Falun Gong practitioner who knew Mr. Peng.
It was reported on the Minghui/Clearwisdom website on March 14th, 2011 that guard Duan Baofeng, who worked at the Eleventh Division of Lanzhou Prison, tortured Mr. Su Anzhou, Mr. Luo Xiufeng, Mr. Peng Xibin, Mr. Yang Xuegui, and Mr. Shao Yanbo to the point of serious disability. Among those Falun Gong practitioners, I knew Peng Xibin.
The events occurred at the Pingantai Forced Labour Camp in 2001. Guards had transferred Mr. Peng from one division to another several times because he would not give up his belief. The labour at the Pingantai Forced Labour Camp was mainly field work. Generally farmers utilise all kinds of machinery to work in the fields. However, in the camp, all work was done by hand. Detainees used spades to turn the soil and hoes to work the fields. This is very intensive physical labour. It was said that Mr. Peng fainted several times while working in the field. The guards tried to make him write the three statements to renounce practising Falun Gong, but he always wrote how wonderful Falun Gong is and how people benefit from practising Falun Gong.
I haven't heard from him since that time. I have recently heard that he was severely persecuted in Lanzhou Prison. Mr. Peng was heavily sentenced in 2002, which means he was sentenced soon after he was released from the Pingantai Forced Labour Camp.
A summary of Mr. Peng’s situation in 2000:
Mr. Peng Xibin is a veteran. He went to Beijing twice to appeal for Falun Gong. On the night of December 31st, 1999, because he practised the exercises at Tiananmen Square, he was taken to a police station. He was brutally beaten three times because he would not give his name. After being escorted back to Lanzhou, he was detained for 15 days. The second time was in April 2000. He and nine other practitioners went to Beijing to practice the exercises at Tiananmen Square. He was arrested and detained for another 15 days after he went back to Lanzhou. On May 24th, 2000, Mr. Peng was arrested in Xinkai Township, Shandan County, Gansu Province. He was beaten and detained there for 15 days. On June 28th, 2000, Mr. Peng received a call at home from the Wuquan Police Station in Lanzhou, ordering him to appear at the police station. When he arrived, he was arrested and sent to the Pingantai Forced Labour Camp for a one-year term.
