Falun Dafa takes "Truthfulness-Compassion-Forbearance," the universal truth, as the standard for cultivation practice. It cultivates goodness and is peaceful. All Falun Dafa activities are open to the public, and the practice is voluntary. Practitioners come from different walks of life, and there are no activities that violate the law or that are harmful to society. Since July 20, 1999, when the gang inside the Chinese government led by the head political scoundrel began to suppress Falun Gong practitioners, more than 100 million people have been unjustly persecuted. More than 100,000 people have been sent to jails, forced labor camps and mental hospitals. More than 1,000 people have been persecuted to death without cause, and the persecution continues to this day.

Local government officials throughout China persecute Falun Dafa disciples under Jiang's pressure using a wide variety of means. Below is an example of a "Letter of Guarantee" that a Village Council in China might require practitioners to sign.

Letter of Guarantee

To Village Council:

To be consistent with policies from higher officials, I guarantee the following to the Village Council:

  1. I guarantee not to practice the [...] exercises.
  2. I guarantee to completely break from the [...] group, and to undertake no illegal activities. I will make no contact with [Falun Gong practitioners]. I will take the initiative to help village and other officials to stop and monitor people who spread [...] materials.
  3. I guarantee to take part in no illegal activities such as trouble making by gathering in a group or by making trips to Beijing.

If I ever break the above Guarantee, I am willing to accept the following punishment from the village council.

  1. No review or approval of housing applications. No family members allowed to join the army, or to process a housing application.
  2. If I am found doing exercises at home, or am reported for doing the exercises at home, I am willing to pay a fine of 1,000 Yuan[Approximately one months salary of an average urban worker].
  3. If I am found doing the exercises in a group of two people or more, or if I make contact with [...] practitioners or am reported to do so, I am willing to pay a fine of 2,000 Yuan.
  4. If I make trouble by going to Beijing, or by gathering in a group, I am willing to pay the fine of 5,000 Yuan.
  5. I accept all responsibility for any illegal activities I might commit, and accept punishment.

Many people are unemployed, and many peasants live in great poverty with no help from the government. In times like this, many families must survive on 200-300 Yuan per month. However, people who do not give up their belief in "Truthfulness, Compassion, Forbearance," must pay illegal "fines" as high as 5,000 Yuan. Such blackmail reveals the truth of what Jiang calls the "Best Human Rights Era" in China.
